I would not be surprised since CCP Frame said that they are rebuilding the entire game from scratch using Unreal Engine 4. Considering the man hours needed to rebuild an entire code in an effort to not only apply the lessons learned and what we wanted as a player base but to also eliminate that annoying legacy code that held back the game completely no one here in the forums should be expecting anything remotely close to a fully-functional game. I was a bit bummed out that news of NotLegion was not listed anywhere in the Fanfest Schedule for 2016 but at the same time I was not surprised. However, CCP Rattati posted on Twitter saying to find him at Fanfest and he'll sit down with you at a table about it. Remember that Dust 514 wasn't listed anywhere in the 2015 Fanfest schedule either yet CCP Rattati sat down with players in a small room talking about what they were experimenting and wanting to do with Dust.

Side Note: There were some players who confused this with Project Legion but then they remembered "oh wait, that was with Unreal Engine 3, not 4. Never mind". Thus the term NotLegion was established to eliminate that confusion.

I don't necessarly agree with that. It really depends on how much time the development team put into this project. What I mean is: considering there's a development team working on " a new Eve FPS" since at least October 2013, considering that they'll likely re-use at least the concepts for much of the environment/assets and given that they already had at least "a general idea" of what the game should look like gameplay-wise back in 2014 it is very possible that this New Eden FPS is at least in an Alpha/ late pre Alpha stage. The code itself is not the problem, at all: they are using a well enstablished game engine for what concerns FPS and all they have to do is tweak something here and there and write the game mechanics code, which, yes, requires some time and hard work, but for sure it doesn't require two-three years. It's the process as a whole that really takes the huge amount of time we're used to: if you knew anything about Final Fantasy 15 mechanics and knew anything of how the whole game should work, would it really take ten years to build the game? Of course not. Anyone who have used a game engine before and know how to code properly can achieve the same results (code-wise) in a fraction of the time (which, yes, would still be a lot of time, I'm not saying it would take one day)
For the record, I haven't really been following Final Fantasy all that well.
As for your statement about rebuilding the the FPS using the resources and concepts that were already tested and tried along with the hard lessons learned, then perhaps you might be right. However, even then I don't expect an Alpha until maybe next year because we don't know the exact size of CCP Rattati team. If it's the same skeleton crew that was used for Dust 514, then it will very likely take a while. So unless CCP actually added to the crew size as well as its budget, I don't expect much.

News about the upcoming FPS game will be included in the 2 hour opening presentation on the 21st. They're frontloading all reveals at the start of fanfest, so fear not, you can expect to hear something about the work being done on the game .

Could have been the premier game on the Playstaion 4. The game that kicked off sales. A sort of "HALO killer" style situation if you will. Nope, that went to Destiny while DUST got unceremoniously dumped out of beta in May which wnded up still being a beta.

With all three of these moments I put faith in CCP's ability to deliver. They could not.
But they have made up for it with Gunjack and Valkyrie. Both of which turned out to be successful if I remember correctly. Of course WoD, Dust, and Incarna will forever remain as stains in CCP's track record but we have seen CCP learn from its bad experience not too recently. However, a part of me still wants to see it to believe when it comes to NotLegion.
