I can't fault CCP for hyping up 1.3 given that they were on a roll during the latter half of the previous year. CCP Rattati and the rest of his team accomplished so much so quickly with so little resources that I wouldn't blame them for feeling confident about seriously putting together 1.3 only to later realize that it's no longer practical or possible for them since they now have to produce a brand new version of Dust called "New Eden FPS for PC".
