Officer gear might have been uncommon before player trading and the warbarge (The second of which only became a problem for those farming alts) but that doesn't mean it was rare. People stockpiled things like that and just rarely used them. It wasn't worth making a new fitting for most players when you had a finite supply, say... 50-100 of something, unless you really enjoyed that weapon, especially before the second resupply option was added that let you only resupply what you were missing during battle. I've had tons of officer weapons for ages, nearly in the triple digits for a few of the rifles and could have been using them like candy at any time (Mind you, this is WAY before player trading and the warbarge were ever a thing) but I didn't feel like bothering (Though I still saw other players using them in pubs occasionally, especially when they thought they were winning and wouldn't lose them)
CCP would never wipe assets like that though, as some of those officer weapons/suits are tournament won and can't even be salvaged anymore. Not only that, but players would just get back to trading again as soon they could, so to remove this "overabundance" of officer weapons and suits, you'd have to eliminate player trading for officer gear, wipe everyone's Isk, all assets and officer gear included from said assets or the cycle would simply begin anew within a few days/weeks... This game would flounder and lose most of the players it had left at that point, and given the mass of glitches it has, the lack of an ad campaign by CCP, and the plethora of other, better games on the market at the moment, it would probably never recover from that loss.

Dust doesn't have that kind of life span left. It'd take months for people to drain their officer stocks, especially for those commonly using them in pubs, who probably have hundreds if not thousands stockpiled. Now... if the game got ported to another system, or even better, redone (Looking at you, Legion) this would be a completely different story. Getting rid of assets would be a necessity, not merely a possibility to balance the game, however... I don't believe we'll be seeing that anytime soon, if ever.
