Idk what you guys are talking about the RR is not op. Theres been more than one time where I ran in a min scout started hacking something and a RR is doing nothing but bouncing off of my suit whereni get the back and still have out enough time to nk the RR using person

the kick bonus on calass barely reduces kick but what it does do.. is the same as every other bonus to kick and dispersion does, it vastly improves hit detection.
the only other odd thing i noticed that helps the RR is that like the breach ar the damage lags a bit leading to it seeming to the victim that they got hit with much more damage much more quickly. It seems like they'll rip you apart quickly before you react with godlike damage(usually 500-600 on rr,700-800 on bar in an instant) yet after that initial burst, the damage normalises into what you'd expect. In reality they were just shooting you a half second before the damage registered on your screen. i'd like to test it more to see how common it is, but i know for a fact this happens to me quite a bit. And when i use the breach ar i notice me doing it to other people as well when there reactions seem really delayed. edit** it could also just be dust lag in general, it would explain all those kill each other at the same time bullets scenarios that started happening recently, whereas that **** isn't supposed to be possible

I hated that change, I already had a prof.5 Bolt Pistol, it was great...
But then it got buffed to stupid and nerfed to r*tarded

No, they are OP. A long range weapon shouldn't also be just as good at short range. It overlaps the AR too much. The combat rifle is a problem for the same reason. It is too good at too far a range and it pretty much two shots stuff with a fully automatic mode.
The assault RR shouldn't exist. Instead their should be a tactical RR that is like the sniper rifle in that it fires one shot at a time and does more damage per shot, but is for closer range than the regular RR and recharges faster and charges prior to the shot.
I.e. "Tactical" would be a certain mid range that tactical weapons would operate within. For the Gallente that means farther range than the standard rifle. For Caldari it means closer, just like the tactical sniper rifle is a closer range weapon than other sniper rifles.
The assault RR is just too magical a weapon. Why even have e AR in the game any more?
Likewise, the combat rifle could have greater spread, as established by the SMG and like the weapon it's mimicing, the AK-47. This way you have the strong damage up close and still have some damage at further range as opposed to trying to purposely gimp it for balance in some artificial way like greater recoil or nerfing its overall effective damage et al.

I believe the arr needs to be less effective at range. Other than that running a fived out arr on a Cal assault with kincats are to fun somedays. Just run in and out and all around. Get hit just duck and run and pop up on the flank. Flanking, a lost art. |

All of these things prove to me that rails are much more balanced than most weapons in the game. It appears that you are simply being outgunned or outranged through no one's fault but your own. If you're dying to militia RR's in a proto suit then I'd hate to see how bad you would do in basic.
Here's some pointers:
1. Stay away from open lines of sight like open fields or bridges.
2. Never shoot someone using a RR with your crappy AR while you're 70 meters away, the RR will win every time (especially against a scrub like you)
3. Invest some SP into a longer range weapon if you can't handle the first two.

When all the Cal scouts were using it as a primary weapon, it might be a bit overpowered...
I knew firsthand it was a joke when a scout out-ranged my burst AR (which is 68m, iirc) -- He hit my tanked gal commando three times from 71m for over 1000HP... |

...you realize it is supposed to overlap with the AR right? That is part of the design...it's the Caldari Service Rifle, the same as the Gallentean Assault Rifle, Mattari Combat Rifle, and Holy Amarrian Scrambler Rifle.
The base variant of the Rail Rifle is Breach (although it existed first in beta, the Breach AR is a Gallentean Knockoff of the Rail Rifle).
As for the other points you bring up in the quoted post and others: Range vs DPS curve could still use some tweaking...and the buff to the Gallente Assault suit should have been split between it and the base rifles.
I would love a Tactical Rail Rifle...something like the industrial strength Bolt Pistol.
And I agree that the Combat Rifle just feels...off. It does great dps...but feels and sounds like an SMG (whereas the SMG feels and sounds like an automatic stapler...but performs well)...and could probably use some tweaking.
And yeah...don't expect to take targets down outside of your optimal? Caldari Weapons are traditionally long-range, mid-low alpha, mid DPS Weapons...fight them with that in mind. Avoid open fields without fire support from long ranged weaponry (Lasers, Snipers, RRs, PLC, MDs) or mobile cover (HAVs and LAVs ). In close combat don't rely on jumping out of the way of the way of fire, instead rely on alpha-strike, strong DPS, or out-tanking the enemy.
TL;DR: While they may remain strong, I don't feel the underlying design of the RR makes them overpowered. Rather a slight problem in the DPS vs range curve (which all* the service rifles follow) is what is plaguing all the service rifles.
*The AScR is off the curve because if it's heat buildup mechanic.
