Hello,
I have been entwined with New Eden for several years now, and I hope that this thread makes it to a member of CCP. I love the setting of EVE Online, and DUST 514.
I think that one of the huge things that both games are missing is simply population. In DUST, the only persons on the battlefield are we immortals. There are so many scenario situations that could be developed around civilians, such as save/capture/kill as many as possible, rescue a hostage, or maintain control (like a capture the flag). Things like accidental shooting of noncombatants could result in status hits. Something similar could be carried over into EVE, as well. Civ ships contesting mining resources, transports moving resources. In short, I think that CCP should work on populating New Eden to help fulfill a sense of scale. As of now, the universe is only populated with PC's, Concord, Rats and Navy. Where are the common people?
I know that Project Legion is in the works, and would hope that this is something that they consider as the game is developed and tested. I believe that in doing so, a more fleshed out universe will unfold for us to experience.
As many possibilities spring from this basic concept, I will post several breakdowns of things I envision could be entwined with it, and how it could help tie EVE, DUST(Legion), and possibly VALKERIE together.

To begin, ships in EVE are crewed, not just piloted by capsuleers. A mechanic could be developed for crewing EVE ships somewhat along these lines:
IN EVE: Planetary Interaction would become much more tangible, as the facilities need to be manned by personnel would also produce crew as a product if nurtured properly. Crew could then be added to a ships fitting similar to modules or rigs to boost performance. Crew could also become a marketable item, rewards for missions, and elete crews could be purchased with Aurum. An interesting aspect that could be integrated is the pilots standing modifying the crews performance depending on their training and affiliation, especially if a pilot becomes renown for getting his crew killed, or ordering them to abandon ship if the battle looks lost, and saves them. (This also makes them a lootable item for PVP!)
IN PROJECT LEGION:
I had always thought that DUST/PL was a way to affect a capsuleers PI structures. Perhaps as PL integrates to the New Eden universe, this aspect will be considered. The battlegrounds of PL, in my opinion, should be founded on the existing framework of the capsuleers PI structures.

It seems like a little too much work for EVE players to worry about the safety of their crew. Abandoning ship should be automatic. Everything else seems pretty cool.

Still kind of a work in progress... but if they are coming up with rogue drone ai, different civilian ai responses shouldn't be to hard. |

Yeah, not so fun, but mining and manufacturing are not very exciting game functions. PI...really... but something to tie things together and add extra bonuses is a win for any eve player. A 5% bonus to armor rep cycle time or shield recharge cycle time or 5% to tracking speed... Any one wants that. |

Agreed. Here's hoping that CCP doesn't shoot themselves in the foot and constrain us in Legion as much as they have in Dust 514. There is not need for Dusters to be under CONCORD's thumb as we are now.

Lol i don't play EvE but there's one thing I know... CONCORD don't play.
So i kill a few civies in highsec... Am i supposed to expect a ton of random officer suits inertia dampening near by to screw me over and make me pay some serious fines?

I like that idea only I don't want to worry about not shooting civilians and shooting the red dots factionals are enough of an issue

Eve DUST 514 is far limited in the New Eden arena than Eve-Online. We don't roam planets or hang out in stations of our choosing the way Capsuleers can. We have to wait around for a Capsuleer to hire us for work and transport us to another place to see. So seeing civilians in this game... well, there just isn't any opportunity to fit something like that into the environment.
UNLESS, civilians are introduced on the battlefield itself, in the form of lab technicians and researchers. Someone somewhere had an idea that in the future CCP could devise a "rescue the facility personnel during a Drone infestation" as a P-v-E game mode in NPE Contracts. I like that idea, and it may be possible.
Universe of good wishes for the 49, especially CCP Eterne...

I don't see why CCP can't approach the lore and mechanics of the game differently with Legion than they did in Dust 514.
With a few tweaks here and there primarily resulting in cloned soldiers being able to operate freely throughout New Eden in conflict zones that over lap with human soldiers or strike even into the heart of urban conflict zones in populated area's then depictions of civilians and even game modes centred around them like in CS:GO could become rather interesting possibilities.
As you say this could resolve in scenarios for PvE like 'Sansha's Nation Incursions' in which you protect a settlement from being kidnapped, 'Rogue Drone Infestations' where you escort miners to escape shuttles, or even to more mercantile set ups like 'corporate kidnappings' where you go and snatch an asset or force them to leak corporate secrets to their competitors.
