Though it hasn't been explicitly stated, make sure you use proto knifes.
The HP creep is real.
I don't even know what to say anymore though, because so many options have been limited.

I think you oversimplified the analysis.
If a Minja is fully damped with a Pro cloak, he can beat all scans, active and passive. That is not what I was referring to.
I am referring to eyeballs, and since the cloak has hit or miss utility at best, not to mention reduced situational awareness as a result of cloak blind, you are running a very easily killed suit a great distance.
There is no amount of scout skill that can prevent all sight lines or running into random people at random places despite best efforts.
I was talking INNER ring scans, which are about 5 meters, and cannot be beat by anyone. Period.
And since passive scans are shared by squad, every person in a squad, and if you are in PC, means the entire team, will know you are there. Game over.

I have Quafe NKs, Quafe PLC, and Quafe Minja. Throw on my Krins and I can have a free fit that can occasionally kill someone.
It is just not terribly effective.
