KinCat's a good choice, btw. I usually run 2 damps + 1 red. If they let me get away with it (ie no gallogi), I'll run 1 damp + 2 reds. Other popular choices are codebreaker or cardreg (if you use myofibs). If you shoot more than you shank, a ferro or reactive plate might work with your playstyle; though armor on a MinScout is arguably bad form :-)
PS: Anyone who calls you a scrub for running knives probably hasn't tried to run knives. Knives are tough to master and paperthin MinScouts are hardmode.

But most of the time, the speed from the kincat should help you more. Straight complex damps + proto cloak:on = 14dB. ADV cloak won't cut it.
If you're trying to duck Focused Scanned, I'd highly recommend switching out for a GalScout. Zaria's right about these scanners not being very common in pubs (they're expensive, tough to fit, and less overpowered than alternatives). I take it as a personal compliment when the stompsquad I'm harassing pulls one out.

Absolutely. Doesn't matter what the stats say. The stats are wrong. Scouts are obviously dying on purpose to hide how OP knives are. They think they're clever, but we all know the truth. Knives are OP EZ Mode.

For weaponry, I'd pair proto knives with CR, ACR, SMG or ASMG. For your free EQ slot, I'd recommend a compact hive, active scanner, remotes or uplinks. If you're playing Ambush, try swapping out the flux for an M8; there's a bit of a learning curve, but they're worth the practice.
