Corporal Oiki flicked up the sight of the Swarm launcher, bracing his lower body to absorb the recoil and aiming the barrel of the weapon around the corner of the silo. With the depression of the trigger, a salvo of self-guiding missiles was released. They corkscrewed, following the contour of the ground before several of them took a route into the building via a shattered window, the rest using the massive hole in the wall. There was silence, and then a series of loud reports came from within the building and the rest of the windows blew out in a hail of glistening shrapnel.

Of course, HMGs were pretty OP as well. Highlander 29 (female Gallente clone soldier) used an MH-82 to down an LAV using just two/three bursts and downed a Sparrow-class Dropship en route to reinforce Caldari positions.

Lore-wise, apart from economic and scientific reasons (which even then is sometimes sketchy) there is no reason for any of the factions to be allied. As such, there is a strong drive (at least with the Eve community) to cut the alliances entirely and make FW a big free-for-all.
To add on to what has already been said, the Republic often feels that the Federation oversteps their bounds and meddles with affairs they have nothing to do with. No better example than Pike's Landing in which the Federation involved a large fleet in the orbital battle between the Republic and the Empire, forcing co-operation with the Republic who threatened to fire upon them for interfering.
The Republic are very proud people and often-times would rather outright lose a fight than involve the Federation.
Back on the subject of weapons, though, it should be noted that Lore-wise the HMG uses armor-piercing rounds. Furthermore, a lot of Matari small arms use explosive warheads to compete against the technological advances of laser and hybrid weaponry. So the Matari have a reputation - if stereotypical - for low tech, but they make up for it in otherwise innovative ways despite being conventional
Which, honestly, is why I feel that there shouldn't be a distinction between 'Projectile' and 'Explosive' weapons. 'Projectile' weapons should just do 'Explosive' damage. Helps for balancing and makes sense according to the lore =P

In the case of the HMG, which I use for both AV and AI, explosive rounds do make a lot of sense lore wise. I just wish I could change the type of ammunition from time to time so it does Shield damage.
In fact, can this be a thing where changing the ammunition type changes the damage type? IE. HMG with explosive rounds does explosive damage including the bonus damage to armor and reduced against shields, but if I changed to EMP rounds, I now do increased damage to shields but decreased against armor.
Edit: Maybe have it so each suit has an extra mod slot called ammunition. In the Ammo slot, we fit modules that cost no pg and no cpu that can change the damage type. If no ammo mod is fitted, the weapon does the default type of damage.
If you want, feel free to write up something about how it'd all work and I'll it onto my weapon customization sheet with credit toward you. Probably not something that can happen in the near future but, maybe one day

It's actually featured in that chronicle, I believe. It's either that or an 80GJ Blaster, can't remember, but they hit two Gallente Scout-suits with it and they just cease to exist.
