Yes.You have to pay 30mil ISK and 15k CP to send attack.The old price was 25k CP and 0 ISK.
I know,we all hate no shows so something had to be done.But thats just too expensive.I coud live with 10-15 mil and 15k CP.
Btw.Who's idea was this?I can't find the post where we discused this.

It's only 30m when you have a district. But if you have a district you can just send clones from the district which will only cost some cp

Because you have to be there to defend.Get your team together and wait for 7minutes in the warbarge.And when the attackers no-show than you dont get ISK,SP or DK.So its just annoying.You wasted 20 minutes for nothing.
