His opinions stands much higher than yours.
And I'm almost positive the cloak shimmer effect is the same for all three tiers of cloak. The only difference is profile dampening bonus and pg/cpu.

Fact: his statement was (paraphrasing) the cloak is used to cross open areas, it is utility not combat. Fine, I agree with that. Fact: the further away you are the easier the shimmer is to see. This has been proven and states by ccp as a result of TV pixilation, and renders the cloak useless for its stated perpous of crossing open ground. So there you have my argument for why the cloak animation needs work REGARDLESS of weather it is different across tiers, or my seniority, or activity.

That being said, it shouldn't matter where you use the cloak, or in what lighting, if it is being used for defensive purposes.
The mechanisms of the cloak were abused on release in many circumstances (hp stacked scouts shooting from cloak), but the changes were too broad and reduced the intended uses of the cloak as well.
I personally would like to see a shimmer/opacity that depended upon distance/speed as variables with sprinting closely having the most shimmer and standing still at extreme distance being invisible. This promotes defensive uses without creating abusive offensive situations.
I am also not optimistic this is possible or a priority however.

As a non-dedicated scout the cloak seems to work fine EXCEPT others should lose the ability to have their crosshairs turn red when they sweep over you. Seems silly that you can dampen below radar sensors but FoF still works... |

You should probably link that "fact" for us, because I don't remember CCP actually stating any particular reason for the shimmer being seen in some cases and not others.
I have seen cloakers at point blank range in the dark and lost sight of them at 50m in bright lighting, I have also seen the opposite. If anything, seeing them at range would be more difficult because everyone knows Dust has rendering issues.

I really wish I could but I'm not going to go travelling back through god knows how many threads. I want to say it was around the dropsuit tier normalization and release of the apex. However your testimony lends creedance to the argument that the visuals need to be tuned as you literally light up with the shimmer.
