Without trying to sound rude or disrespectful... it is unlikely CCP will do this no matter how well the petition does.
CCP does do things to honor / mention fallen players, but those things are usually out of game.
The reason they do not do so in game is because it sets a precedent, and one that can snowball. Once you give one fallen player a SKIN or some other commemoration in game then you will have to do so for others as well. After all, if they do not then would that not cause the expected response of "Why isn't this person important enough to get the same treatment".
Not to mention many would clamor for similar treatment for previous losses, as their deaths were just as impactful to the community at large.
To be quite honest CCP does not have the ability or means to give every fallen player a SKIN or other in game token. This may sound cold, but it is the company's best interest to NOT do such things lest they cause MORE outrage and anger by omission.
