As far as balance goes, this game is about as good as it has ever been. There's nothing that's grossly over-powered, and while I'm sure there are some things that could use a little tweaking, there's a much bigger problem on your hands.
The quality of matches has drastically deteriorated recently: constant black screens, whole matches disconnecting, PC matches disappearing, the infamous Gallante 'Lag' Facility, etc. etc. ad nauseam. It's coming to the point where this game is literally unplayable.
I've been a dedicated player since open beta, I've spent more time and money on this game than any other game. I've put up with a lot of crap and defended this game despite its shortcomings, but these issues are literally KILLING Dust for me.
CCP, I'm sure no one that is left playing this game is going to be upset if you forego shiny new things for a while while you fix these core issues.

- Don't know how much work is left in it but I'm interested to see the effect of bringing the character model variations down to the minimum. - Adding a low LOD setting for those that care about framerate more than complex static models and textures would be good.
I find it a bit annoying people complaining about black screen. Obviously CCP didn't want that to happen, and it's clearly impacting gameplay enough that it'd be where most of their resources are going. I feel the people shouting 'fix it now!' have never had to track down an intermittent bug that didn't coincide with anything new (it started happening days after foxfour)
Something is killing new player retention.

Unfortunately most of those things likely fall into the "not hot-fixable" category.
The whole point of Hotfixes is that there is no new code being pushed client side. This means bugs on the user end can NOT be fixed via a hotfix. Hotfixes only modify backend DB values (such as PG cost, RoF, or other things that ultimately are DB attributes)
The issues affecting such things as black screen, the lag on certain map sockets, etc do not fall under "DB changes" and thus can not be done in a Hot Fix. They would have to be done via an actual release, something that CCP seems to be limited in doing.
The other issue compounding this is that most bugs that get this far along are not due to mere oversight, but usually a difficulty in reproducing / fixing the issue. Some problems are just inherently difficult to solve.

Hotfixes are simply database value changes as far as I am aware. You can get a weapon's stats completely altered buy you cannot re-tunemovement so you get inertia changes.
It's a pain in the ass but the things you are talking about would require an actual patch.
WoW has taught me that Purple means Legendary. This means Quafe suits are the optimal loadout for killing all of you.

Well, they should just release a patch then. Whatever it will take, the game is getting to be unplayable. Again I'll say, overall the game is more or less balanced, but the technical issues are getting out of hand and need to be fixed ASAP.
