Hey there mercenaries! We've been working very hard on our next patch, Hotfix Gemini!
New Player experience and overall balancing and bug fixes have been the focus of this hotfix, based on player and CSM feedback.
Spreadsheet of the changes here
NPE
All new players will start with the following skills, along with 750k SP to help them along. Skills change based on player race chosen.

Total SP Value: 1,504,800 Allocated, 750k Unallocated.
Unallocated SP is awarded after finishing Academy.
In addition, Miltia Gear has been removed from the game completely. These new changes to NPE make the use of them unnecessary, and have been removed. All existing Militia gear has been upgraded to standard across the board, and all existing Militia BPO's have been turned into STD BPO's.
Weapons:
Swarm Launches have received an overhaul. Normal Swarm Launchers have been turned into "Assault Swarm Launchers" with the twist that they can only target airborne vehicles now. In addition, they have been split into 4 different damage types; EM, Thermal, Kinetic, and Explosive.
The New Normal Swarm Launchers have turned into a dumbfire anti-armor system. The current plasma cannon serves as the baseline for this change, and all normal swarm launchers will deal similar burst damage and DPS. They will also be split into 4 different damage types.
The Plasma Cannon will now serve a similar role to the Mass Driver, albiet inverted a bit in damage. They will both be powerful zoning tools, but the Plasma Cannon will have less splash and more direct damage. The normal Mass driver will serve as the DPS baseline for this change. We will include a breach and assault version of the Plasma Cannon as well, using the Mass Driver variants as baselines as well.
Nova Knife base damage increased by 25% across all tiers. Minmatar Scout is losing its damage bonus in return. Happy Knifing!
Modules and Equipment:
To counter the changes to shield regen, we've decided to make armor modules more powerful in terms of raw HP. Speed changes will remain the same, but armor modules are receiving a 10% buff to raw HP per module across the board, applied to base. This is to counteract the recent shield buffs and give armor tanking the definitive edge in raw HP.
Armor repair have also been buffed by 15% across the board as well. To counter this, we are REMOVING passive armor regen from every suit. If you want armor repair, you will have to dedicate a slot to it. No more freebies. This also helps balance shield based suits as well, removing the ability to shield tank and also be topping off your armor reserves at the same time.
Range extenders are getting a buff as well, going up to 10/15/25% increase in range per module.
Cloaks have no shimmer now, they however have a 3 second activate and deactivate time that cannot be canceled. You can not weapon switch out of an active cloak, you must wait for the deactivate to finish. Scan range is reduced to 20% when cloaked as well, which is just enough to get you out of trouble. For comparison, a Cal Scout with 1 complex range amp should give you roughly 60m scan range, or just around 13m when cloaked.
All Active Scanners provide team scans. However, they now "ping" a target over time rather than paint. Quantum Scanners Ping for longer bursts in shorter time frames, wheras proximity scanners ping shortly, but longer.
When a target is scanned, they will briefly ping on your minimap. They do not show up as chevrons, as the equipment is not precise enough to map to tacnet. This brief pulse will show up for a second, and then re-appear every three seconds until the scan finishes its timeframe. Quantum pulses show up for two seconds, but have half as long duration compared to Normal Scanner. Proximity pulses show up for 0.75s, but reappear every two seconds. Flux Scanners have longer range, Focused scan better, like normal.
Passive scans provide both chevrons and on the minimap, but are limited to your squad. They no longer point direction the target is facing however.
Suits:
Bonuses Overhauled. Skilling the Frame skill grants a per level bonus to all frames in that category. Role Bonus is added for individual suits. For example, The Assault suit gets both the Medium Frame Bonus, and the Assault Bonus.
Frames Amarr Heavy: 3% armor resist per level, applies to all damage types. Amarr Medium: 5% reduction to heat buildup per second Amarr Light: 3% bonus to scan precision per level.
Caldari Heavy: 3% shield resist per level, applies to all damage types. Caldari Medium: 5% reduction to Rail kick and reload per level. Caldari Light: 10% bonus to base scan range per level
Gallente Heavy: 3% increase to armor repair efficacy per level. Gallente Medium: 3% reduction to fire interval for plasma weaponry per level. Gallente Light: 3% increase to armor repair efficacy per level.
Minmatar Heavy: 3% increase to biotic module efficacy per level. Minmatar Medium: 5% increase to projectile clip size per level Minmatar Light: 5% increase to biotic module efficacy per level.

Roles
Assault: 5% reduction to Light, Sidearm, and Grenade fitting requirements per level. 5% increase to reload speed per level. Sentinel: 5% reduction to splash damage per level, 5% reduction to heavy weapon fitting per level. Commando: 2% damage bonus to racial damage types per level. Logistics: Unchanged. Racial bonuses to equipment are also included in this role. Scout: 15% reduction to cloak fitting requirements per level. 3% reduction to scan profile per level.
Noteable changes: Sentinels are much more tanky across the board, with the exception of the Minmatar who are flexing their muscles a bit more.
Logistics and Assaults get access to better weapons, and each have their own respective fitting reductions. The assault bonus to reload speed should make them feel a bit more oppressive when assaulting points. Relentless, never ending assault so long as they have the ammo and a decent regen fit.
Commando's lose their reload bonus, but also gain the heavy frame bonus now, making them more like an actual commando. Big heavy, hulking damage dealers with two times the pain to unleash.
Scouts now ALL get the benefit of dampening increases, in an effort to bring the gal scout into line without hamstringing them all. This gives them all more freedom to fit utility or eWAR as they need to, rather than devoting all of their resources to simply dodging scans and surviving the battlefield.
These changes are being made to help ease the way into tiericide down the road.
Vehicles:
Infantry weapons no longer deal 100% damage to shield dropship armor.
Shield based vehicles getting a PG buff to help them fit what they need. Player testing has shown that armor vehicles are oppressive on the field compared to their weaker shield bretheren. Adding similar buffs to shield vehicles comparable to recent shield buffs, making them powerful regen machines with lower overall HP. To counter potential hardener and booster combinations, we are also nerfing shield hardener resist.

I wanted to take away passive armor regen and this would probably be the only way to do so without mass riots.
If Dust history has taught you anything, its that you can only smooth over small nerfs with overcompensated buffs.
We can always bring it back into line later.

Interesting choices. I disliked the Armor buff, as a Gal Assault with an AR can rip up a Caldari if one is lesser than the other.
The Reload for Assaults I also found confusing. Do Assaults keep their current bonus as well as Reload, cause I saw you did that for the Amarr.
The NPE changes I found very good, but not enough.
NPE needs the Academy length extended by at least 20k WP. We can haggle the exact number, but just increase it. Furthermore, prompt to visit these forums needs to be in the Game, not the login Screen.

Exciting! Most of this looks pretty awesome. The first thing that stood out to me as potentially problematic is that the AM Scout bonus still seems a tad lackluster, even with the improved class adjustments. Suggestion:
+5% ScP damage & reload speed per level

They are eWAR, stealth, and utility suits. Bonuses should be based towards survival, mobility, eWAR, or Mobility.
I still like the stamina bonus on the Amarr scout, but I realize now that it is redundant compared to the new Min Bonus.
I will reconsider its bonus.

1.) Armor buff is minimal at 10%, even the beefiest plate only gets 14 extra HP out of it. Combined with better repair modules and lack of passive repair, Its intended to entice people to run repairs more, but still get HP in return. Armor repair still vastly pales compared to shield regen, as its supposed to.
2.) I'd like to go farther as well, I want to give them increased SP gain until a certain threshold. Giving them lots of unallocated SP is just asking for trouble. They also need to learn how to skill on their own, more tutorials and explanations would help.
3.) I haven't been in academy for around 2 years now. I have no idea what it is like. I would also limit academy to the ACCOUNT and not the CHARACTER. If you already have a character at 50 mil SP, you shouldn't need the academy.
4.) We don't have the man power for that sadly. CCP should direct them to the recruitment forums after graduating academy. People need to join corps, the solo experience is not what this game was designed for.

7.50 hp/s - Base Output 9.38 hp/s - Skill Bonus
10.78 hp/s - Racial Bonus (at +3% efficacy / level) 11.72 hp/s - Racial Bonus (at +5% efficacy / level) 14.07 hp/s - Racial Bonus (at +10% efficacy / level)
Is 3% still the number you want? You'd probably be able to get away to 5% without ruffling any balance feathers.

Also remember that armor repair modules got buffed by 15% in this patch too.
New base is 10.78 before this skill. With this bonus, it jumps to 12.4 hp/s.
Plenty high for a single module. I'm expecting gal scouts to run 1x damp, 1x speed, 1x ferro, 1x rep on their scout suits. Excellent blend of speed, defense, and dampening.

EDIT: Truth be told, I mainly wanted to throw out the NPE, Swarm changes, and suit skill changes.
Everything else was kinda made up on the fly based off what I've heard from friends and complaints.

Thoughts? No other scout gets a damage bonus and the min just got theirs removed. Knives got buffed by 25% as well. Nothing will change for you, except your special snowflake status. MN Scout + Biotic Efficacy would be special snowflake fun.

The Old Devs said little more than "beyond a certain point, hit detection begins to degrade" ... though this was (IIRC) before Uprising's hit detection improvements, aim assist, etc. Hit detection's much better these days; I don't think Ghost's idea would be enough to break anything.

All I know is that there was enough talk about having limited movement, be it by design limitations like KC levels so suits can't get past it, or some invisible limit.
Either way, we already know Gal Scouts can get close enough, and I certainly wouldn't be willing to give up Knives unless it was something really great. Being able to run .01 m/s faster than another scout with one or two fewer KCs isn't enough to feel a unique love for the suit.
Knives are a part of Minja identity, and taking away that identity better have some incredible benefits, or it just isn't worth it IMO. From my perspective, it would be tantamount to giving Mediums equal EWAR to Scouts, or making the HMG available to Commandos and Assaults as well.
If I wanted to play bland shooters, I would have loved Star Wars BF, but who wants that?
I am sure Ghost could care less about suggesting alienating a minority of players, but it really is a slap in the face, particularly given what I remember of him being a devout Minja. It is fine if he wants to branch out, but for him to suggest imposing that same concept on others arrogant, IMO.

But I don't see how taking away some of the flavor would be bettering the game. I could understand if knifing Minjas were super OP, or if Minjas themselves were so UP that the bonus would have to be taken in order for them to be viable, but I don't think that either of those scenarios exist at present.
