Don't know that there ever was a "speed ceiling". The New Devs haven't ever commented on it. The Old Devs said little more than "beyond a certain point, hit detection begins to degrade" ... though this was (IIRC) before Uprising's hit detection improvements, aim assist, etc. Hit detection's much better these days; I don't think Ghost's idea would be enough to break anything. All I know is that there was enough talk about having limited movement, be it by design limitations like KC levels so suits can't get past it, or some invisible limit.
Either way, we already know Gal Scouts can get close enough, and I certainly wouldn't be willing to give up Knives unless it was something really great. Being able to run .01 m/s faster than another scout with one or two fewer KCs isn't enough to feel a unique love for the suit.
Knives are a part of Minja identity, and taking away that identity better have some incredible benefits, or it just isn't worth it IMO. From my perspective, it would be tantamount to giving Mediums equal EWAR to Scouts, or making the HMG available to Commandos and Assaults as well.
If I wanted to play bland shooters, I would have loved Star Wars BF, but who wants that?
I am sure Ghost could care less about suggesting alienating a minority of players, but it really is a slap in the face, particularly given what I remember of him being a devout Minja. It is fine if he wants to branch out, but for him to suggest imposing that same concept on others arrogant, IMO.

But Musturd isn't around much these days. Said something to the effect of, "Dust isn't tactical anymore. It's all about stacking HP, and that ain't for me." I would have to agree.
But I don't see how taking away some of the flavor would be bettering the game. I could understand if knifing Minjas were super OP, or if Minjas themselves were so UP that the bonus would have to be taken in order for them to be viable, but I don't think that either of those scenarios exist at present.
