There has been a lot of complaints over leavers and unbalanced matches as of late, and I don't think the issue will be easily fixed. However there are a few mechanics that could be tweaked within Public Matches only to better allow unfavorable matches to turn the game around. This is the mechanics of the Orbital Strike, and tweaking them as to prevent snowball matches in public fights. (As for other modes, they should be kept as is)
Mechanic Changes for OB: 1) Squads may no longer call in OB strikes based on WP gained. This prevents teams who are already doing well from using this to tip the battle even more so into their favor.
2) OBs may be obtained on a team-wide basis on various triggers.
- Team is out numbered by some significant portion. [i.e >= 25% difference]. Gives major WB strike every X min while condition holds true.
- Team is not holding ANY points after the 2 min mark. This will create an automatic OB strike (flux) centered on a point every few minutes. (Does not apply to Acquisition, in Skirmish the delay is shorter but rotates points one at a time)
- First team to reach certain clone count thresholds (50%, 25%, 10%, 5%), awards one minor strike to ALL players on a team.
These mechanics (and others that could be suggested) would work to achieve the following end goal: To give losing teams tools needed to try to turn a match around, and removes these tools from the team that would normally benefit from them from excellent performance.
The idea here is that public matches should aim for close matches by trying to balance out strengths as best as possible, and to prevent snowballed matches from turning into redline fests. This also gives newer players and more casual players a chance to get to try and use orbital strikes, something few of these players would normally get to experience.

What about matches where these requirements aren't met (teams not largely imbalanced, both sides hold at least one objective, both at more than 50% clones) but a strike could swing the balance? Does neither side get a strike?
Players should be given incentive to fight and push points, even if outnumbered. They shouldn't be handed free strikes for sitting in their MCC.
The whole point of this proposal is that more often than not I, and other users, are seeing massively unbalanced fights that usually end in a redline stomp for one team or the other. Usually in these games we see one team dominate the other, and the OB strikes in these matches are only made to push their already massive advantage.
This proposal is to try to give the losing side a chance to swing things in their favor through use of OBs. These things give the outnumbered team a chance to fight back with tools that already exist in game, and take away tools used by the dominating team to snowball a match.
As to your MCC sitters, they generally don't do anything during a match anyways, and they would likely never use the strikes because they are too busy NOT PLAYING.
As to the rare matches listed in your second paragraph, that sounds like the closest thing to a fair fight as I've yet heard, which should be the end goal of pub matches. (Fairly balanced matches with low-end rewards) Teamwork allowing for easy stomps should be encouraged in more 'serious' game modes of FW and PC.
