This is another itchy (but not serious issue to get worked up about) example of a device in Dust being designed to operate in a way that is boldly different from what fps players conventionally use this "type" for. The LAV is not the classic fps-jeep in our other games. It's NOT intended to be an engagement-vehicle like an HAV or DS.
It was intended (still is...) to use SPEED to run a arc-course around one side of the map and still reach a destination faster than it would take a foot player who's running a straight path to the target. The speed is what's supposed to enable it to AVIOD getting a hit (something the HAV can't do, if it tried traveling to the target), and speed again is supposed to enable it to ESCAPE more effectively (than a DS could when it comes under attack).
But that's all. NO front-door combat-jeep antics. NO real assault intentions (at least not all by itself, alone).
In the earlier months of game release, players seemed to understand and use the LAV superbly---and there were a good handful of interesting vehicle mods that were useless on large vehicles, but seemed tailor-made to give LAVs (by giving them the essential 10% or 15% ehp or velocity boost to survive the incidental splash damage from some shnook who thought she could score a direct hit. But NO Lav -driver back then ever drove carelessly enough right down main-streets to get a full-load of pie in their face. (Not the way we see today's players tending to drive them...)
The Devs are still trying to get that idea into our minds, by referring to this vehicle with "Recon" terminology in their descriptions and Loadout variants.
The Baloch is the one that's more willing to trade SOME of its speed for a tad more safety, but... the object with LAVs is "stay off of Main St and Hollywood Blvd---you're supposed to skirt the map and arc in on your target so quickly from a side-alley that Sheriff Dobey couldn't bring his guns on you quick enough.
