Why not make it so you can only bring X amount of gear to each match, always including Militia BPOs by default.
You quit, your stuff goes up for salvage as gear or straight isk value for your team at EoM You lose, you keep what you kill/help kill. You win, you keep what you kill/help kill.
Incentive to buy BPOs gives CCP dosh, makes quitting hurt the pocketbook, and makes an incentive to play. Also highlights the problems of BPOs on the market as being risk free.

Might add a certain element of gambling to the mix betting you wont need X and probably only take Y. I can see this running into issues with acquisition game mode where one would only run militia as the opposition and limit of clones would make the gamble unprofitable. Protostomping would gradually die out as big betters rapidly drain their resources. Would never make any sense to bring more than 3 enhanced fits to any match given the poor payout.
It's hard to beat up hundreds of armor piercing bullets using only your face...

I like it a lot but it really screws you when the inevitable DC happens and honestly people should be able to quit cross continent induced lag fests without penalty.
EDIT: This would actually encourage cross continent play to induce lag and major redlining. On top of that the number of snipers would likely only increase so I can not really say I think it will play out well even tho I love the strategy aspect it adds.

What would fit lore, is if you could only use items available for purchase at the location of the battle. Your consciousness is transported across space, but not all your stuff. At least not in a public match. Players in EVE could manufacture dust gear and sell it for different amounts in different locations.
Perhaps this would limit you to mlt, basic or advanced gear in pubs. Faction gear in FW.
Your proto and officer personal stash could only be used in PC, if it is transported to the planet in EVE. |

Even in Eve you do not get boned by having your ship just float in space when you disconnect.

I have always loved the idea of mini player owned stations that are attached to every district in PC. I would run stealth supply missions for corporations 24/7 as there is nothing I love more than stocking battle zone stations. I have many fits built just for that in the Caldari FW zone.
Obviously only the defender would have access to this corp hangar of sorts while attackers would have to bring their gear with them when they bring their clones over. That opens up all kinds of mechanics that would actually give PC some depth. The defenders would also lose all remaining gear in the district station.

Besides selling all that milita garbage off isn't even worth the effort |
