According to Rattati that is contrary to the truth.
I questioned him pretty hard, and he convinced us on a thread that:
- Squads queueing for matchmaking games use SQUAD mu
- Squad Mu is the average of the squad
- Squads have some mu -increasing factor to make up for their increased combat effectiveness
I will try to find and edit the source here.
(What he did not answer after all, was that will three 2man squads have the same mu as one 6man squad.)

When designing academy, CCP told they anticipated that and took precautions.

Why? Ratman challenged the community to find proof where Team Builder was flawed. So far there has been no case.
(naturally barring cases where players break it by a squad leaving etc)
