Only tells part of the story. Core Grenades have the highest splash radius in the game minus a maxxed out Assault Mass Driver. They also have the second highest explosive splash damage, minus a Remote Explosive. They're the best of both worlds apart from those extreme cases which have their own trade-offs (AMD has low damage and flight time, RE has arm time and can't move)

Honestly, the killing potential is way too much for the effective area. I'm of the volition that you should have to choose between high damage and precise aiming or high margin of error and low damage. Having both is just too easy to cop out of a fight and really contradicts the whole 'tactical high ttk team shooter' thing we're going for.

proto isn't insta-win.

And yet there aren't constant threads being generated discussing how powerful the Packed Grenades are =P
