I've given some thought to this, as most of us have at some point and this would be my preferred option should it happen. I will first say that this not to be construed as confirmation of anything happening, conversations that have taken place etc etc...
First of all I don't think there should be a straight transfer of absolutely everything. There have been a number of past design decisions made in the past that have had profound impact on the games progression. The chance to correct some of them with any port that may come should be taken.
The first one being the amount of passive ISK generation that the first version of PC created. This has also been made more complicated by the use of BPO and the difference in payouts from destroyed equipment that they've effected. This has created a glut of ISK that is funding the heavy use of proto level gear. Proto use was supposed to be an ISK sink and used sparingly but the billions of ISK that PC 1.0 created has means that that particular design feature has been made moot.
So if all the ISK was removed from the game it would be a chance to slowly build up the economy, in a more controlled and considered manner that may hopefully lead to a economic link in New Eden (But that link is a long way into the future, if at all). If all my ISK disappeared, I'd care not. I'd soon build it up again.
SP is slightly different because of the use of Boosters many have had. But I do also think that for the sake of new players joining a port, fresh on a new format, that SP should be zeroed. However, there of course should be some recompense for that AUR investment.
So how I would do it is like this. Using myself as an example I've got 71 million SP in total. A lot of that is from booster use. But the passive generation of SP that I have is a fixed amount based on the age of my Merc. There was a zeroing of the SP of all mercs in the closed beta on the 10th January 2013. So as of writing this, my Merc has been gaining passive ISK for 982 days.
1 SP is gained every 4 seconds, the total every 24 hours is 21,900.
So 21,211,200 of my Total SP is purely passive, I gained it playing the game or not. But just under 51m of my total is the result of boosters. Its that amount that I feel that I should get some recognition from CCP.
So if my SP was zeroed I want 50 million SP's worth of 30 day passive boosters credited to my account and able to be stacked so as I gain the SP advantage I have over a newer player but at a level that is not unachievable by them should they wish buy boosters themselves. I think that is fair.
All AUR items should be transferred to a new account or the total AUR value be refunded. However has many of the AUR items are gained from strongbox opening and the total AUR value of those items can be less or more than the purchase value of the key paid to open it (the free keys from mission complicating it even further) it is likely to be less of a hassle to just transfer all the items.
SKINS and officer weapons/suits should also be transferred. People have paid AUR to buy the components needed to produce those And again this would just be simpler.
BPO suits will be split in due course like the Quafe BPO suits already have. So again the Skins should be transferred and the standard frame BPO as well. These of course should be tradeable in the port so as create more ISK sinks in a zeroed ecomomy
BPO weapons both from the Strongboxes and special packs like the Veteran pack should also be transferred including the BPO LAV's. The LAV's should also be tradeable as another ISK sink.
Any other BPO in the game, that was purchased from the marketplace such as Militia AR BPO should be refunded. Once those BPO from the Strongboxes and Special Packs are made tradeable there will be a healthy trade in those, providing another ISK sink.
The transfer of assets to a new format is important but equally as important is the chance to 'retcon' some elements of the game that are proving problematic, ISK being the prime one.
But if and when this happens you can be sure that its going to be a focus of debate between the Community, the CPM and CCP.
