How about this:
At level 2 and 4 of a Weapon's/Suit's operation skill, you get a few extra cores of the tier below it, in addition to a few cores of the tier above it.
This not only makes tiers 2 and 4 feel like less of a stepping stone, but it also dangles a carrot in front of players to continue upgrading their selected weapon since they have a higher tier core they can't use.
Tier 1 50 STD,
Tier 2 20 STD + 10 ADV
Tier 3 15 ADV
Tier 4 10 ADV + 3 PRO
Tier 5 5 PRO
