Meh snipers are annoying but rarely a huge problem. They tend to get less kills than a scout with a militia shotgun. Considering how few matches even go below 100 clones these days KD/R isn't that big of an issue so the KDR padding snipers aren't that important. There are a few maps where it gets a bit insane. To the point no one can approach the objective at all. I've had Dom matches where at least half each team were sniping and the entire match went without anyone hacking the objective due to how open and exposed it was to fire from both redlines.
But like people have said snipers are probably the easiest people in the world to counter snipe. Their not moving, they tend to be in obvious high up places with a good view of the land with little more than their head poking out. If you can target them 99% of the time it's a headshot even without trying. I kill snipers with the basic sniper riffle and no points into sniper riffle proficiency all the time. Most sniper fits are trash suits, or glass cannon advanced/proto.
I always find it funny when I take out a Thale sniper and find out the guy was in a frontline suit with an officer rifle. IMO though snipers aren't that dangerous. Only the most focused of snipers can one shot most people on the move. More than likely their just a little gnat biting at you threw out the match. they might get you killed, or finish you off while wounded but not any real threat.
The real pains from the redline are vehicles. Tanks obviously with rail guns, or some times a really skilled large missile launcher can blow you away with very little you can do about it. After all a proto tank is hard enough to kill in the open field, one back in the redline with the speed to flee even farther back at a moments notice is a tough nut to crack and they get one shot kills a heck of a lot easier than a sniper rifle.
DS are just as bad even if they don't technically hang out in the redline. They can swoop down blow you to bits and either fly to their redline or fly higher than any ground based weapon can reach, basically the sky high redline. Given it takes 3 shots from proto swarms to kill even a militia DS with nothing really fitted to it you get some annoying gameplay. So compared to vehicles a guy sitting 400m back in the redline that might poke me with a stick every once in a while is hardly a problem.

The problem with the sniper riffle is the same problem a lot of things face in dust. There isn't a real reason for it with how maps are designed. Make the sniper riffle to accurate or deadly and you get people a million miles from the action killing fully geared players with next to no risk to themselves. Lower the dmg, range or accuracy and you get what we have to day, people sitting in the redline with next to no real effect on the game.
Back in the old days snipers were insanely strong. The range was pretty much one map to the other just like large rail turrets. This was obviously horribly broken but how it was fixed made sniper riffles some what useless. It's not that they still can't kill, just not with any great accuracy or speed. Add to that a lot of the terrain was altered to provide very few spots that have decent line of sight with any of the objectives.
I am however sure at some point sniper rifles will become gods again, it's just the way Dust and many online games these days work. Balance is an illusion and we just work with one OP power/weapon/etc of the moment. CCP and many online communities that deal with skill respects of some kind for money realize screwing up gameplay balance is a good thing when they can keep people playing to either earn enough skill points to skill into every weapon of the month, or respect their character entirely to keep competitive.
The only real question is will Dust be around long enough for sniper rifles to get their turn in the sun again.

Not many maps can some one 300m into the redline actually shoot anything other than people near their redline after a proto stomp match. That said there are maps where snipers have a huge advantage. Tons of elevated positions back in the redline, barren wasteland leading up to it so you have no cover at all approaching them etc. One of the worst is the Dom map where the big pipe lines run down the middle of the map and the objective is in the center. While it's not strictly 'in the redline' their MCC lets them drop down on top of the pipes with ease back near the redline with a clear line of sight to the objective. This map is always sniper heavy because of the elevated position of safety offered from their spawn point.
