Well, you see, when you buy gear you don't literally buy the physical thing, Instead you buy licenses. When you spawn, the CRU or MCC literally build with nanites the gear around your body.
Same thing with strongboxes, they contain the license keys, not the actual gear.

The licenses probably aren't tied to anyone, which is why they're kept in a strongbox.

Alright, a few things: Everything that came about after Rattati took helm probably has 0 consideration for previous lore. I doubt he thought out the way strongboxes and warbarge generation fits within the previously established lore. As such, this is sketchy territory and it's our job to fill in the blanks using what we know.
Now that we got that cleared out of the way, I'll try to explain.
A license could be something like a data core from EVE. It's a physical object that contains an immense amount of information. You can't simply copy them, you need the original to create copies, an original that we don't have. Which is explains why you can't simply "download" a suit (YOU WOULDN'T DOWNLOAD A HAV - PIRACY, IT'S A CRIME), as that suit is "inside" a data core that needs to be interpreted by a computer that instructs nanites how to construct it.

A machine that spits out unlimited licenses for the object in question. Just because it's not tied to anyone doesn't mean it's the original.
You can sell and resell blueprint copies in EVE, but that doesn't mean you can copy them.

So all i needs to do is grab a data core and delete whats in it(probaly a milita suit) Then run it through some equipment and imprint a peice of officer gear to it. Then run that through a another set of equipment that makes duplicates of the input item. Make sure the gear js in all of them and bam. I just made a bpo. Except you can't. None of these are possible. You can't delete what's on a data core, you can't imprint a piece of officer gear on it that you don't have the original of, and you can't make copies without the original.
This isn't binary data, EVE tech is thousands of years more advanced and uses completely different technologies and ideas for computation and storage.

In fact they're acting as better red blood cells and white cells, replacing them in our blood, which is why it would look silvery rather than red.
Getting nanites to construct an item wouldn't be difficult in this world.
