Anyone can do well with militia, it just takes more skill or stupider opponents. Proto certainly helps, though. If anything, proto suits are just highly recommended, as well as proto modules and equipment, but you can be just as effective with standard weaponry as with proto if you know what you're doing. But proto is generally hands down better than the standard variants, minus the fitting costs. Personally, I run advanced everything, with the exception of rep tools and codebreakers which are always proto, and the suit gives me just enough fitting to give me exactly what I wanted.

Hell with 1 million isk i can run that suit every game forever. If you die so much you loose isk, then you should re evaluate your role and position on the battlefield.
