This is due to an issue with a code deployment today while patching for a few fixes in EVE Online. The issue caused the cluster to fail to start up correctly, and as such, Tranquility is currently unavailable for play for both EVE and DUST.

Last unexpected downtime I had a seven day active going (as I do now.... ) and sent a ticket in to CCP and they told me this: "Thank you for contacting customer support. We are sorry for this but unfortunately we will not be able to provide any compensation regarding unexpected downtime regarding the use of such boosters."
