The scrambler rifle unskilled and unmodded does 715 DPS.
Without the profile.
Over 1200 fully skilled and modded. Vs shields.
Higher than the combat rifle versus armor.
Pretty sure the profile isn't the problem.
WoW has taught me that Purple means Legendary. This means Quafe suits are the optimal loadout for killing all of you.

At most I'd tone a profile to -15/+15 or something. Removing the profile buggers up all of the balancing. Part of the problem is that people think that scramblers and plasma being sucktastic against armor and CR and rails sucking vs. Shields is somehow bad. Scramblers were buffed to compete with the armor meta.
Welp...
It remains to be seen what happens from here. But removing profiles isn't the answer.

The base DPS has to come down. I submitted my rifle normalization idea which accounts for the disparity. Past that, I have actually done all I can.
I have to sit, wait and hope at this point. Believe me I know what you're talking about. The scram has enough on-paper DPS to annihilate a bricktanked calsent shield in under a second. After you apply the 10% resistance.
So I understand exactly what you are saying and why. I simply think the base DPS needs to be brought firmly to heel.

Honestly I'd balance out poor armor performance by tying reload to overheat rather than an ammo counter.

If the amarr base dps is withing a set threshold of the other rifles it will do the best vs. Shields... and be absolutely the worst vs. Armor.
And if the gun overheats and explodes in your face you're helpless for 4-6 seconds.
Now you have to reload.
The idea that all of the weapons NEED to perform well vs. Both tank types is kinda chuckleworthy. If you decide to use a combat rifle, shield suits should get an advantage.
If you use lasers vs armor you should be in trouble.
