Looks great!
Regarding the anti-ringer initiative however:
I would agree that PC forces should be mostly representative of their own corp(s). But having said that, we are still mercenaries, so I wouldn't want to see punitive measures against ringing get much more strict than what you've already proposed. Hiring yourself as a mercenary for different corps should be one of the main features of this game.
One factor is the 16 player team limit. With such small teams, it's easy to just sub-in an entirely different team. With the new 8-man squads, you will be able to supplement 50% of your total PC force with a single squad.
Eventually, the real solution will be to require corps to field much larger forces, rather than punishing 'ringers' too harshly.

Regarding team deploy restricted to PC.
I actually feel cautiously optimistic that might be the best move.
Q syncing will still be much easier anyways with 2 8-man squads.

If you need 2 squad leaders to deploy 16 players into a match then it is one too much. If people are going to q-sync anyway then at least make their lives easier by adding team deploy to FW. Cause in the end of the day when one of the squad leaders is not deploying into the same match then they are cancelling the search an try again. Which then leads to FW matches starting with 8 people down on one side.
Like always, there are a few things to consider.
- Balance issue potential - Condensing the majority of FW into a single match. Perhaps randoms will say "well, I'm not in the big team deploy, there's clearly no point in playing FW". I would worry FW might downgrade into two teams that play each other over and over. - Like above, lack of diversity amongst players.
It's not like these issues don't exist already mind you, but that doesn't mean we should design the game to make these flaws worse. Eventually, making FW battles 32v32, or even larger would help this.
But even then, we boil down to the problem of the small community to begin with.
End of the day, I just think we're being a little too premature with the freakouts on this matter. FW (along with a lot of other features) is getting a huge improvement. Let's remember that.
