You are comparing AAA games to all others...
That is like comparing the costs of the Yankees with that of a Minor League team.
It might be the same sport, but you are talking different levels.
I don't think you understand the variety of different development scales.
Destiny has hundreds of people working on one game. Dust has a handful.

Those numbers are laughable.
You think the guy who made Flappy Bird all by himself spend a hundred thousand dollars?
You think the guys that came up with Goat Simulator over the course of a few hours spent tons of money polishing it?
CCP made a lot of promises but I never recall them calling Dust a AAA game.
I would be happy to look at any evidence you have to the contrary.

Well he did describe it as AAA.
Clearly he is delusional.
That being said, I am confident he learned a few things since then.
People always have certain ideas of how a project will go, and amend those expectations all the time.
Now might be a good time to stop thinking of Dust as a AAA game if you hadn't done that already.
