Plus some killer kick. Range compensates on it though.
I find the normal RR variant rather lacking in comparison, that ROF and kick just kills it.

Tamales. I came here when I had to hide every time a tank came because unless you were rocking black ops tanks it was no bueno. But the thing is, the rail rifle is the most consistent and well-rounded weapon due to it's decent DPS, amazing range, ammo capacity etc...

Ummmm.... No. I run both at Prof IV, and the ARR comes out on top every time, no matter what suit I run it on. The only gun that the CR is better on is my Minja. I run it on my Logi because it matches racially and that bugs me, but otherwise, I love the ARR.

It's the ROF, and the fact it has a much higher range than most weapon's (except when it comes to the SCR and LR). It's very easy to use and if anything, you're gonna see it a lot more when they fix HTD, if they boosted the ROF on the RR to at least 500-525, then it would be better balanced between the 2, also if the ammo on the ARR actually went down instead of up, you'd see more diversity in the use of the 2 variant's.

So funny. I HATE tanks because of 1.7. I'm surprised I still play this game after that.
Allowing it to happen in the first place screwed this game over (bye bye large player base)....and now tanks are slowly creeping back into OP land.

As I've said in a separate thread, long-range weaponry will always be in high demand because of the narrow damage disparity in the rifles. You can suplement the weakness of a long-range weapon with damage mods, so bumping it up and putting it on par with closer ranged, higher damage weaponry that -doesn't- have damage mods effectively removes the weakness that long-range weaponry pertains.
So, if you have a choice between 30 DPS and 30m of optimal range, the choice is pretty clear as to which you're going to go with, especially if the range cannot be changed and you can augment the damage through fitting.

Generally I see SCR / ASCR more than the ARR. I also get hammered by the combat rifles consistently. The ARR is definitely represented in the kill feeds i see but certainly not overwhelmingly so. I do see the ARR a LOT more than the RR.
The ARR (and MagSec for that matter) are just...clunky...with the spool time. They are assault / close quarters weapons with a spool time and the concept of a weapon with that constraint is pretty ridiculous. As noted by others, the iron sights are quite aggravating. The assault rifle has much more accurate sights for ranged engagements than the ARR.
I'm a huge fan of the idea of Caldari range control and mid-range stand off lethality but the way it's currently implemented in Dust is a bit sketchy and contrived.
All that said, the ARR can serve as a very effective Breach AR with an excellent range uplift.

I appreciate your feedback but I don't see what you are seeing.
I rarely see the AScR in the kill feed or kill screen. Hardly ever as a matter of fact..
The ScR is OP but only seen on the Amarr Assault.
I have been watching the rise in popularity of the ARR for a few months now.
I see players who populate the leader board using it consistently, and many others as well on ALL suits.
There must be a reason.

There must be a reason. Edit: After posting this, I played a FW match (I mostly FW) and paid particular attention to the kill feed. Ishukone ARR, SL-4 ARR all over it. And this is the meta for competitive players. Also, it was a Republic vs. Imperial FW, not Cal/Gal.
Don't mistake me...I'm not saying what you are seeing is in accurate; simply that my individual experience is slightly different. My view on the amount of time you see it in the kill feed is likely no more or less anecdotal than your perspective.
I also probably pay more attention to SCR / ASCR in the kill feed since i predominantly run shield tank set ups...maybe that colors it.
Again, I still see a mix of weapons and the SCR & CR family is quite well represented (not to mention HMGs). What might be interesting to see is how many characters start off Caldari and quite naturally put some solid SP into rail weapons creating a "sunk cost" mindset with their SP and they just keep rolling with it.

I was actually the one who proposed the buff to the ARR that put it where it is now. The reason you never saw it was A) the ARR was almost identical to the RR in terms of range and DPS while having far less damage per shot, identical magazine size (meaning it had less than half the damage per mag of the other assault weapons) and no scope on it to boot. the RR was superior in every way. My proposal buffed the damage per shot (thus buffing the DPS and DPM) buffed the magazine size, and kept the ARR from getting the increased charge time the RR was fated to receive. Thus everyone basically switched the RR for the ARR.
The reason you see them everywhere is Rattati didn't do the last thing on my proposal: reduce the optimal range to 60m. The ARR currently had an optimal of 71m (RR has 74m) alongside higher DPS than the RR, plus it kicks less. Reduce the range to 60m, and reduce the ADS recoil a tad, and the weapon will be in a nice spot.

The most minor stat changes (or sometimes no stat change at all) results in the FoTMs changing, because people overreact to a change and spread the word that "CCP broke it" or "It's brokenly OP now"
The old mass drivers were a prime example. They had shoddy hit detection, but were still completely viable, so long as your target didn't jump over the explosion. Then CCP fixed the hit detection, and then mass drivers became the FoTM. People were saying that MDs were super OP from the changes, when in reality (as someone who used them before and after the fix) they were only ever-so-slightly more effective than they were before.
Personally, I would never use an assault rail rifle, but if the hive mind wants to, they can. IMO, they kindof suck.

The reason why the Militia Assault Rail Rifle is loved so much is because it's got a 0.01 spool-up time; beating all other rail rifles (included officer by 0.09: officer being 0.10). To off-set this, there's no BPO for it on the market. I believe this was purposely done to assist the rookie players stay on the level. I've noticed a lot more love for Militia weapons, and not just the MARR.
This is just an observation and speculation.
