I think some of it comes down to the Caldari suits themselves being bad. People never, ever say "Shields are bad!" in the same sentence as any Minmatar suit. The fact that shields are super unfavorable usually does not come up when people are talking about the Caldari Scout either. I think that sheds some light on the issue; Minmatar suits and the Caldari Scout are generally considered good to decent so the fact that shields are probably weaker doesn't even matter.
The Caldari Scout has a decent bonus, it can Cloak (which is hugely powerful), and it has amazing shield regeneration stats like all Scouts. It is considered a good suit or at the very least is considered to be decent enough that people will state that it is overpowered.
The Caldari Assault has a terrible bonus, has nothing special it can do that puts it apart from frames, and doesn't have good inherent shield regeneration stats. It is considered weak.
The Caldari Logistics has a terrible bonus, has a lot of slots but doesn't have the fitting space to utilize them without throwing in PG/CPU enhancers which makes the extra slots that it gets pointless, and it doesn't have good inherent shield regeneration. It is usually called the worst Logistics suit in the game.
The Caldari Commando has a decent bonus. It is the probably second best Commando in the game though due to how much better that Minmando is it doesn't see too much play. Since it is usually used as a Sniper from a mile away, it doesn't matter what it does.
The Caldari Sentinel is completely antithetical to what a Sentinel is supposed to be. It has decent base Shield regeneration stats but the Sentinel is designed as a "I sit here and shoot people" to which having lower HP from shields doesn't help.
I think a lot of the problems with shields could be fixed if every Caldari suit had the awesome shield stats like Scouts along with helping some of the weaker bonuses. I, too, believe that shields are inherently weaker to armor but I think at least some of the blame comes from the fact that the Caldari suits suck. There must be a reason why "Shields suck!" and "Caldari suck!" go together but not "Minmatar suck!" and "Shield suck!"
