I don't think you realize the work and money that would have to go into this. An entire console? For just three games? For its comparably miniscule audience?
Not only would they have to purchase or rent out a factory to produce the console, they would need to purchase and have programmed machinery to put together the console itself, not to mention renovate the place from whatever it was being used for previously. And it's not like they could just immediately repurpose the machinery that's already there. Even machines made specifically to produce a game console would need to be very carefully adjusted to be able to produce this very specific console. They would have to go through several testing phases and periods of production and prototypes to settle on something appealing and workable, hiring professionals to design a blueprint for this new machine ('cus I'm pretty sure no one at CCP knows how to make a blueprint), not to mention having to completely create, from the ground up, workable code for this new console that won't be easily hi-jacked and ruined from end-users tinkering with it. Workers would need to be hired to staff the factory and oversee production, with workers and management on varying pay scales. Shipping and distribution costs, fees to sell at specific locations (unless you expect them to sell all this from their site?), and taxes and varying take-aways for selling at specific locations.
And then once they have a physical product to work with? One they're happy with and feel like would be a serviceable machine? Recoding each individual game it to even work on this new console. We wouldn't be able to just port Dust 514 as it is over to an entirely new console. And I mean entirely new, not just over to the XBone, PC, or even PS4. Code relating to the PS3 would need to be stripped, replaced with newly written code to interact with the new console's interface, its personal code, and presumably button layout (though with the exception of Nintendo, most game companies seem to have settled on what an ideal controller should look like).
It doesn't need to be expensive? For the time, effort, and money it would take to produce this console and port the games over to it you could very easily just remake Dust 514 and be far in the green compared to what it would take to produce and distribute an entirely new gaming console with functionality for only three games. It would have to be both expensive and widely popular to even come close to covering the losses. And I haven't even covered half the **** they would have to go through for a new console.

Nintendo is old. God. Damn. Old. When they started their enterprise the materials they used to produce their games cost next to nothing. They literally chose some of the cheapest **** they could to make their systems because even at the time they couldn't afford anything else and didn't want to risk spending a lot of money on something they didn't know was going to be lucrative. And you know what? It was. It was incredibly lucrative. So lucrative, in fact, that they could even afford to undercut the prices of their competitors with later consoles and still make money. They've been in the business longer than anybody else you've listed and are still going strong. They are constantly growing, constantly getting richer. They are the biggest name in the gaming industry. Even without Pikachu they still have the name and the fame and the experience to outlast damn near anybody.
Sony? The PlayStation and its sequels exist because of Nintendo. The PlayStation came about because a partnership with Nintendo went south and their collaborative idea, a new console using CDs instead of cartridges, was instead used by Sony to create a console of their own. They were already given the idea and worked on it thoroughly with Nintendo, they already had plenty of funds because Sony wasn't ONLY a gaming company. All they had to do was release and see if it was worth it. And we've got a PS4 now.
Microsoft has the backing of a ******* billionaire with its fingers in a hell of a lot more things than just video games. Like the personal computer, for example. The other huge thing. Don't pretend they were risking anything when they made their console. I'm not even going to go into this one.
SEGA? Where is SEGA now? Tell me where all the SEGA consoles are. Please tell me where your next-gen SEGA console is. SEGA was crushed in the console market, and they had plenty of games to go around at the time. Several of them really, incredibly good. You could even say they had more great titles than Nintendo did at the time. Why'd they go out? They made some bad business decisions and they flat-lined near immediately. They don't a whole lot lately. Sonic is basically their lifeline.
CCP? CCP has none of those things. CCP is a no-name compared to these other companies you've listed. Even SEGA, who practically doesn't exist compared to Nintendo and Microsoft. What do you really think would happen if CCP, the no-name company with not nearly enough money to back something as incredibly risky as this and possibly considering just flat out dropping Dust 514 as it is... what do you really think would happen if they tried making a console for just three games with an incredibly small audience, especially compared to something like Pokemon. Would Nintendo make a whole new console specifically for Pokemon and Pokemon only? Hell no, even with all the money they've got. Dust 514 has even less players than the ******* Harvest Moon fanbase.
