Some weapons have been very unbalanced. Some are claimed balanced, but are too easy or to hard to kill withI know why some of these weapons are Overpowered, or Underpowered.

Weapons have a damage boost/subtraction of 15 - 25%. Even more with damage mods, and warbarage. So the scrambler rifle does a very high excessive amount of damage to armor and shields. Even with the subtracted 20% to armor its like it is nothing at all. You can still easily kill of anything within a few shots.

High hate of fire weapons like the assault combat rifle, are at a extreme disadvantage. With proficiency with 5 it does like 20Hp damage with 1200 rounds a minute. The problem is the -15 % damage is a lot for the combat rifle. Ill put in a good two rounds into caldari anything and not get past shields. However the armor is like butter.

So basically the high DPS weapons are as likely to be affected with the % added or subtracted. I think the % should be lower. Like 5/10 % not 15 20 and 25 % like it is now. Because with proficiency 5, assault pro 3 dam mods, warbarage lv5, and scram against anything = instant death.
