Just to be absolutely clear, the OLD dev team made those promises a long time ago under DIFFERENT leadership. After Fanfest 2014, that team changed along with the leadership. CCP Jian is no longer in charge (he left CCP) and the team has changed to focus on other projects while Dust is left with only a handful of developers.
As a result, as you should know this is how businesses worldwide usually operate, priorities have changed as well as the plans. We were promised Project Legion, but what happened to it? [hint: that is a rhetorical question] Now we see that Dust is the one getting the trade feature that only Project Legion was suppose to get in addition to new updates that Dust is receiving to which we were "promised" that only Legion would be getting after Fanfest 2014. Again, priorities change especially now that Rattati is charge of Dust development and so far he has been running his team effectively enough to help Dust recover.
Now to your point regarding the market. I understand that the trade feature we have now is not safe for traders because of scammers. But there is something you need to know first before asking for something like Trade Windows, Buy/Sell Order Market Windows, Contracts, etc. Those advanced features for trade are NOT scam proof. Just look at Eve Online. Scammers have figured out how to work the system in Eve. Ever heard of Margin Trade scams that take advantage of the Buy/Sell Order Market? There are also Trade Window scams that can be pulled off even if the buyer or seller both have instant access to the information as all you need is to be savvy enough to pull it off. Contract scams are often designed to take advantage of stupidity.
What's my point? Simple. Nothing is scam proof. That has been a proven fact in Eve Online and will be in Dust.
As for the ISK-variant of the respec that you are requesting, that is something that can be possible already with the flip of a switch from CCP. It's called "making skillpoint reset services tradable items". Just keep in mind that brokers are always available to you. I'm a corporate broker for Dust University and I provide this service to my corp mates for a nominal fee of 1% of the seller's ISK profits. I already helped a handful of players recently who can vouch for me. Player-operated brokers help you secure the transaction by acting as a middle man for high-value trades.
But yeah, add respecs to the trade feature and you got yourself a win-win-win situation. Win for the buyer looking to spend a boatload of ISK for a respec, win for the seller looking to cash in his/her respec for ISK, and a win for CCP because of increased sales. This has worked before and is still working to this day. It's called the PLEX system in Eve Online. But even then, even if you trade it through a seemingly secure contract or through a live trade window with another player or through the seemingly secure buy/sell order market, it's never 100% safe from scammers.
