If the person receiving the fishy votes is actually not the fraud but it's someone else who is participating, then disqualifying the person on the ballot in an attempt to prevent a fraud from succeeding could potentially lead to a fraud succeeding. The best way to avoid getting into this situation in the first place is to disqualify the fishy votes rather than the person receiving them.
