Delay from cloak to weapon should happen ONLY WHEN CLOAK FIELD IS ACTIVE!
When not cloaked, there should NOT be a delay when switching to weapon or equipment.

This has been brought several times months ago, even if it's obviously needed, CCP won't change the poor cloak mechanics. |

That would need a separate action to switch to the weapon faster. Complicated, but not impossible.
