If all you noobs want this last district rule to be a thing then enforce it yourselves.
All that's going to happen by you coming here and crying about it is get your last district taken. |

NF doesn't enforce, we tell others what's up and they can figure out how to play with what we give them. You should know this after being under our boot for years.  How about i 1v1 you - winner decides how the LDR will continue. 
Not sure NF is in any position to "tell others what's up". |
