1) Speed. Tank is second highest in the game. It's the hitbox and the sluggishness that kills you.
2) A third suit bonus. People seem to forget that it's a specialist suit, in the same tier as assaults, sentinels and scouts, and whilst those suits enjoy three bonuses (typically, one fitting and two unique), the commando is left with just two. An EWAR themed bonus would be helpful.
3) Speaking of which, EWAR. Worst in the game, excluding sentinels, who don't really need it; if they turn a corner and it's full of reds, well...HMG, right? On the other hand, commandos can be seen by everyone and can see nothing, save a sentinel at close range. Which is not optimal to say the least. And they can't sacrifice slots for EWAR modules because they have the lowest slot count in the game.
4) Which they need for reps and biotic so. Specifically, cardiacs. The commando is at its best when it's used as a marauder that flanks, harasses enemy positions and targets vehicles. Speed is needed, but so too is stamina. They do need to be able to move around the battlefield for sustained periods of time so that they can bring their weapon load outs to the right fight. Stamina regen on commandos is shockingly bad.
5) I do really like the cloak idea. I don't think it should be a scout-only piece of equipment. Giving them an extra equipment slot and the third bonus as a cloak fitting bonus would make the commando a unique suit to play with. Strategic movement, surprise attacks with AV load outs, and the opportunity to make good on that massive melee strike? Yes please.

You can only use one gun at a time, though. And for that, the commando loses a grenade, which are incredibly useful for all sorts of reasons I'm sure you're aware of.
Two Lights gives the commando enhanced tactical flexibility. It does not give it more firepower. Again, only one gun at a time can be used, and in a firefight you have to factor in more than just your gun; how fast and manoeuvrable are you? How easy are you to hit? How much of a hit can you take? And how fast can you repair after? In all but the HP aspect, the commando is found severely lacking. Against average opponents it can shine, but what suit can't? Throw it a proto min assault, however, and it will be melted in a fraction of a second, and the assault will have barely been scratched.
Now, to be fair, it's not an assault suit, so it shouldn't perform well in the assault role, but still: it's not great at killing stuff. The best commandos I've seen are those that are rocking laser rifles (to make up for the lack of speed and to keep nimbler suits at bay) and dedicated AV platforms, mostly minmandos, because hey guess what - they're the quickest commando and they get to rock combat rifles and swarms. Delicious. It's the only one that works really well. The rest are pretty poor. And it's mainly due to the fact that it's a poorly conceived idea and a badly executed suit design. If you want to fix the commando just rip it all up and start again from scratch.

If you see the commando coming, then it's just too easy to step away and plug that fat head of his full of holes. Give them a cloak, however, and that haymaker suddenly becomes a high risk/high reward weapon in the commandos arsenal. They'd be the other side of the coin to the scout role; both are capable of moving into positions that other suits can't, but whereas the scout attacks quickly with burst alpha damage before withdrawing in haste, the commando unleashes a punishing stream of damage from a flanking position, or blaps an entrenched tank with a shot to its weaker rear plating, and isn't afraid to take some return fire in the process. A thinking man's assault suit, if you will.
