Because 400 armor is literally nothing when the majority of weapons on the field are anti armor.
Also, dual tanking scum.

Also, dual tanking scum. It's only sometimes. Like 15% when I run caldari. Regulators are MUCH BETTER. Equip a ck.0 with 3 pro and you only have to wait for like 1 second till you start to recharge.
If you're fighting against Gal FW then yeah, expect anti shield weaponry.
But the average pub/pc match is nothing but combat rifles, rail rifles, bolt pistols, flaylocks, smg's, and SCR's.
Yes the SCR is anti shield, but it melts EVERYTHING, so even then my point still stands.

I am rather disappointed that BrARs (Despite still melting shields like nothing at ADV) are rarely seen.
Those first three aren't even as common together as a Combat Rifle, from my experience.
HMG's are... well... they're anti armor but like the SCR they shred things so quickly I don't even think it's worth mentioning it as an anti armor weapon.
