Actually, I know exactly why it exists. Back in earlier betas, we would always complain that once the reload animation looked done, we would start sprinting, but in reality it was just at the end of it so we would lose all of our progress.
This mechanic exists to give us a "cushion" to avoid such annoyances.

But before anything else, would really like to see nanohive replenishment queue changed to Armor>primary>secondary>nades.

The other mechanic similar to this that I really like in games but I doubt would be popular is that unused rounds in the magazine during the reload are discarded.
Also for Cat's sake I demand CS:GO grenade throw mechanics! BOUNCE THEM OFF OF EVERYTHING!
