umm how do i fit this thing i have it to level 5 but i use the std frame so it becomes cheap and i can get the racial bonous 
i have my dampening skills to 4 precision and range to 3 biotics to 5 ...can you give me a solid cheap fit below 20k isk only |

I'd say if you're running the above fit with a CR - swap cloak for scanner, swap re for compact nanohive and swap damp for card reg.
But do yourself a favour and get your profile dampening to 5.

Wanna try something out of the box?
PLC + Smg (or what ever sidearm of choice, flaylock is cool too)
Comp precision enhancer in the high,
Comp damp and 2 comp kincats in the lows,
Compact nanohives for equip.
Run at them, blast them, sneaky long range pop them.... it all comes down to play-style and if you like that "Zerg" style of gameplay. I personally do, I sometimes get mad kill streaks and sometimes mad death streaks but its a fun fit if you want to do something a little less ordinary.
Be warned you are not a cloaker and you are paper thin. You are playing a different game to most others out there.

Use an advanced fit, so much better then standard for fitting gear. You can still use cheaper mods. Use a SG/Bolt Pistol combo, not the SMG people are saying.

Use advanced fit. For a good scout use the following-
2 krins damage mods
adv dampener, reactive, repper
Adv assault combat rifle
Adv smg
Adv nade
Adv cloak
You will get lots of kills and risk less than using a shotgun. You have very good rep and decent hp for a scout.
