Newsflash: Old matchmaking system is the very reason there aren't enough players right now for the new one to work.

There aren't enough players because the old broken PC mechanics allowed the big corps to sit on a couple PC territories and earn millions of free ISK, then they would squad up and go out and use all the free proto gear they wanted to stomp the hell out of the general public, which left the public clamoring for some sort of match making to get away from these guys.
According to the infinite number of complaints I heard from players quitting Dust, the old matchmaking system was the biggest turn off for them.

I don't know about you and how your experience was in the past, but I had an extremely bad experience with the old matchmaking system compared to now. And I mean really bad. Just constantly being ground the dust or fed through a meat grinder or being the nail to the hammer because Scotty didn't know how to match me up properly back then. I'm actually experiencing better matches with the new system, though the team composition does tend to lean on the lopside from time to time because of quitters.

That doesn't matter anymore. They left already.
What matters now is that PC Districts are no longer ATM machines for corps to milk from like a cash cow and I'm starting to see a little more in regards to ISK sinks especially with Faction Warfare, trade fees, etc. Though I think there needs to be more sinks to make sure that the ISK flow is kept under control. I don't know how much ISK from the old District ATM days is still floating around today. I just hope it's in decline at this point.

You have been in DUST UNI since I was and I know back then we were loading up matches. Don't tell me that your old MM experience was all bad because I know that is a lie.
You would see that whenever we get into a squad if you were with me back then. However, remember that before MM was adjusted, I was mostly a solo player and very often I would find myself in many bad matches when I was solo. It seems to me that the only time I would have a good match is when I was with a squad.
But after MM was adjusted, faction warfare saw a huge improvement in matches. Almost no one was leaving a match and everyone was doing their best even if they were losing. The funny thing about this is that FW doesn't even have matchmaking. It doesn't even have a teambuilder logic considering you can choose a side in FW. So this kind of cause me to scratch my head recently on why people were giving it their all in FW but not in Pubs even though FW doesn't even pay ISK.
It turned out it has something to do with other incentives. Despite having no ISK payout, you can get far more salvage including any officer gear that your opponent wore when you killed them (if you're that lucky), you get more LP when winning, you have Eve-side OB support, and there is always someone to squad up with in key faction channels. There is also teamkilling which enables you to get rid of players who try to AFK in FW. You can also choose a side and a faction and always get put at the start of the match rather than halfway through it.
Pubs don't give you much incentive to continue. Salvage is low, pay doesn't seem to be consistent, you sometimes get thrown into matches that have already started or almost about to finish, and there is nothing you can do about AFKers who put a rubber band on their controllers. This seems like something that no amount of matchmaking is ever going to address if the incentive to continue is not there.
