I still wonder if Rank 2 is still too high though. With normal gameplay it would likely take well over a month, if not two, to clear the 4,000 points needed for Loyalty Rank 2. A few couple of months is fine, Kane, for most legitimate needs for trading, a few months of playing is not an unreasonable requirement, and new characters can still receive, just not send isk or items, right? This is a good compromise, the situation will be massively improved from the rank 4 requirement, and I don't see the point in trying to push for more on this front...
Obviously, it should be pointed out that a lot of the potential exploits of allowing low LR players to trade are tied into making certain things (well, the warbarge mainly) so entirely about passive generation of assets... So, these restrictions really only seem to be necessary due to fundamental design flaws, and the player base being too harshly punished for that was not acceptable imho. This change corrects the result to a reasonable degree, but doesn't address the underlying reasons in any way...
Have you considered installing the improved keyboard?

Would I be correct in thinking the main objection to the practice of farming alt accounts is that they start with 500k starting ISK, and then biomass farms happen where they transfer ISK to the main? Would it not be possible to, instead of issuing players with such an amount of starter ISK, automatically provide them with all the initial skillbooks unlocked and reduce the amount of starter ISK issued to 50k or so? This way it's pointlessly time inefficient to farm ISK off biomass alts because you could earn vastly more by playing matches. I believe this was already done some time ago, some time last year? 25k (or something along those lines), and at least some (I guess race specific?) core skills pre-purchased.
So I would assume starting new characters and biomassing them is really not much of an issue anymore.
