When you get stomped because everybody on the other team knows where you are, I think that's a problem.
One or two players can affect the entire battle by spamming scans and you have no way of finding them I think this is also wrong.
Dampeners are not very effective and few suits can get under the best (proto stomp) scans.
What's interesting is active scanners are not very dynamic. It is either proto or don't bother for the most part
My suggestion is to allow only one scanner to be equipped ( like the cloak)
Adjust the scanners so they can only grab certain frequencies. NOT 35db all the way down to 20 db for proto
Example:
Scanner a- picks up between 28 - 24 db
scanner b - picks up between 22 - 19 db
Scanner c- picks up between 20 - 17db
You could add other variants that do different things
Such as
vehicle scanner
Cloak scrambler (insta reveal cloak in short ranges)
Scan disruptor - cancels scan, effectively reducing scanned time
Scan locator - when activated reveals location you were scanned from
Go play COD scrubby Really? Cos permascan wallhacks arent scrubby. At least you have to EARN that **** as a killstreak reward in COD.

You see good sir, the draw back is that the person scanning, only makes +15 intel assist and only when a squad mate gets the kill. Making them hardly profitable and hence not many people use them.
I do though, just because little assholes with shotguns and RE's run around thinking they are awesome. Your probably one of those and just bitchy because a scanner poops on your parade.
If your so concerned with it, get a gal scout and stack damps. Or do like the real scouts and try to hunt the guy doing it down.
JUST because your whining about it, I'm gonna run proto scans on my Gal logi all week, just for you <3
not here to mince biscuits but...not many ppl use them?
