Hi,
I'm training a lot of new guys, and I'd like for some of them to be Scouts to cause havok on the city maps. Are there any Scouting Pros still left out there that can lend some advice?
Is the cloak still viable? Can you be efficient without it?
I dampen at least to 20 db -lowest to 14 db, so I can avoid Galente Flux Scans, should scouts be aiming for a lower db than this?
Passive scans have been horrible for me, I assume CCP messed with it somehow a while back while I was gone. So, you need someone keeping up permascans for the scouts to truly shine, yes?
Which scout is the best overall right now? I've been using Gallente scout, being off the radar is priority #1 as a Scout for me.
Are myofibs viable on scouts in the higher tiered battles?
My current Scout fit was
Proto Gallente Scout
Highs- all shields, 1 Krins Damage mod
Lows- Complex Rep, Some Fer Plates, 1 Kin Cat, enough Dampning to get below 21 db, as close to 14 db as possible. I can't remember my low fittings right now.
LW- Duvolle Specialist Shotgun
SA-toxin, usually logi, my sidearms aren't specced into.
Grenade-none or Core
EQ- Bondless RE, ADV cloak OR Boundless RE + ADV hives.

I've been running scouts (along with everything else, but with slight bias towards scouts) since July 2012, so I would like to call myself experienced.
The cloak IS still viable, but you have to be careful about using it: it isn't really an offensive combat weapon. Use it for crossing open areas, hacking, and hiding as an ESCAPE tactic. Not trying to ambush someone. Remember that if you're hiding, keep still so you'll be almost invisible. (There is still a slight distortion in the air if you're still. VERY observant people will still see you)
I don't worry about numbers when I dampen. Just as a general rule with all my modules, I use a single basic damp on standard suits, a single enhanced damp on advanced suits, and etc. If someone has a good active scanner, they can see you. Tough ****. But it's not something you see so often that you should compromise your entire fit over it.
Passive scans are nice, but I don't really find scanning to be necessary. At least not how I play scouts.
My preferred scout has always been the minmatar scout: hack speed is massively important to scouts, and it's the most mobile suit in the game.
Myofibs are something I'm still hazy on, because they were only recently buffed out of near uselessness. I may have to try them myself, and see how useful the jump buff is. If you can clear an average wall with it, **** yeah they're useful!
My general mindset when running a scout is for it to be the most useful non-combat suit it can be. Sure, it has to be able to defend itself, but scouts are meant for ninja-flipping points. See that a point is unguarded (or with a lone guard), sneak in, hack any CRU that may be there, ninja the guard if they didn't already go after you, and hack the NULL cannon before they can respawn.

First off, if you or any scout you are training needs advice, to vent, or to theorycraft, just stop on by the Barbershop anytime. Its not the only place to find scouts, but most of the regulars have been scouts for their entire careers, and there is usually a variety of opinions and play styles, so anyone looking for advice will get several perspectives. Also, if you ever want EWAR info, the very first post of the thread always contains an up to date spreadsheet of EWAR, scout centric, but with other relevant info.
Cloak: Much greater pain in the ass. I still use it because I am squishy, but I think it still saves me more than it kills me, but its hard to say how big the margin is.
Scan Profile: I think you are 95% right about where you need to be with scans. They need lower than 18 dB to beat Amarr Scout passive scans, but since they are practically non existant (and hit hardest by the EWAR changes you alluded to), its less of an issue. Obviously 14 is needed for Gal Logi scans, but with the message telling you that you have been scanned, its obvious when that is needed.
Passive scans were hit really hard with EWAR circles (which were put in place because CCP couldn't readily remove squad shared passive scans that were a problem). Also, don't forget that with cloak changes, you have an 85% reduction to scan range while cloaked. Many scouts have actually switched to using active scanners themselves as a result of all the changes.
Myos are great on scouts. I use one on most of my fits, as even just one increases my maneuverability. Two or three will get you to some interesting places you couldn't go before. Plus you can melee from cloak, which can be fun.
Gal scouts will always be the most versatile/viable so long as they have all those low slots AND the dampening bonus.
I don't know what you run in lows, but I don't think any sort of repairer is very helpful because more often than not your low HP will result in rapid death, and not put you in a place to rep, but that is just my opinion. I don't know if the Krin's is helpful enough to be of more use than another shield extender, but that is something you can judge based on your play style. That would be a good slot to throw that Myo in, at least to try it out.

Also, watch out for CRU scans. Didn't know how powerful they were until yesterday.
I was going on a little hacking spree, and I noticed the CRU I just hacked picked a red up on its scanners (yes, CRUs have built-in scanners). With how well it was tracking the target, I had assumed it was a heavy. Went to investigate, and found out that it was actually an amarr scout that it was scanning so well. Pleasant surprise at the time, but it makes me nervous to get near CRUs now.

Until ewar and shotguns are improved, stick to a rifle on a scout. My proto fit is a gk.0 with 6kin acr, ishukone smg, 2 lex damage mods, adv cloak, core nades, complex reactive and repper, adv cardio and kincat. It gives you extreme fire power, very good speed, stamina, and about 250 armor. If you want, you can swap cardio or kincat for a complex ferroscale plate.
Cloaks aren't viable to be honest. The shimmer is to high that ANYONE can spot cloaks. A gal logi will scan you so much. The only way to prevent behind scanned is to stack dampeners but now you are a OHK. There's no point in that cuz you will die. Shotguns don't have the range anymore to be the viable CQC weapon it was before. Everyone is like so are and tanked that it's MUCH HARDER to kill with shotguns.

CRUs now have 35 dB scan precision with a 15m range.
