First off, if you or any scout you are training needs advice, to vent, or to theorycraft, just stop on by the Barbershop anytime. Its not the only place to find scouts, but most of the regulars have been scouts for their entire careers, and there is usually a variety of opinions and play styles, so anyone looking for advice will get several perspectives. Also, if you ever want EWAR info, the very first post of the thread always contains an up to date spreadsheet of EWAR, scout centric, but with other relevant info.
Cloak: Much greater pain in the ass. I still use it because I am squishy, but I think it still saves me more than it kills me, but its hard to say how big the margin is.
Scan Profile: I think you are 95% right about where you need to be with scans. They need lower than 18 dB to beat Amarr Scout passive scans, but since they are practically non existant (and hit hardest by the EWAR changes you alluded to), its less of an issue. Obviously 14 is needed for Gal Logi scans, but with the message telling you that you have been scanned, its obvious when that is needed.
Passive scans were hit really hard with EWAR circles (which were put in place because CCP couldn't readily remove squad shared passive scans that were a problem). Also, don't forget that with cloak changes, you have an 85% reduction to scan range while cloaked. Many scouts have actually switched to using active scanners themselves as a result of all the changes.
Myos are great on scouts. I use one on most of my fits, as even just one increases my maneuverability. Two or three will get you to some interesting places you couldn't go before. Plus you can melee from cloak, which can be fun.
Gal scouts will always be the most versatile/viable so long as they have all those low slots AND the dampening bonus.
I don't know what you run in lows, but I don't think any sort of repairer is very helpful because more often than not your low HP will result in rapid death, and not put you in a place to rep, but that is just my opinion. I don't know if the Krin's is helpful enough to be of more use than another shield extender, but that is something you can judge based on your play style. That would be a good slot to throw that Myo in, at least to try it out.
