I've been running scouts (along with everything else, but with slight bias towards scouts) since July 2012, so I would like to call myself experienced.
The cloak IS still viable, but you have to be careful about using it: it isn't really an offensive combat weapon. Use it for crossing open areas, hacking, and hiding as an ESCAPE tactic. Not trying to ambush someone. Remember that if you're hiding, keep still so you'll be almost invisible. (There is still a slight distortion in the air if you're still. VERY observant people will still see you)
I don't worry about numbers when I dampen. Just as a general rule with all my modules, I use a single basic damp on standard suits, a single enhanced damp on advanced suits, and etc. If someone has a good active scanner, they can see you. Tough ****. But it's not something you see so often that you should compromise your entire fit over it.
Passive scans are nice, but I don't really find scanning to be necessary. At least not how I play scouts.
My preferred scout has always been the minmatar scout: hack speed is massively important to scouts, and it's the most mobile suit in the game.
Myofibs are something I'm still hazy on, because they were only recently buffed out of near uselessness. I may have to try them myself, and see how useful the jump buff is. If you can clear an average wall with it, **** yeah they're useful!
My general mindset when running a scout is for it to be the most useful non-combat suit it can be. Sure, it has to be able to defend itself, but scouts are meant for ninja-flipping points. See that a point is unguarded (or with a lone guard), sneak in, hack any CRU that may be there, ninja the guard if they didn't already go after you, and hack the NULL cannon before they can respawn.

Also, watch out for CRU scans. Didn't know how powerful they were until yesterday.
I was going on a little hacking spree, and I noticed the CRU I just hacked picked a red up on its scanners (yes, CRUs have built-in scanners). With how well it was tracking the target, I had assumed it was a heavy. Went to investigate, and found out that it was actually an amarr scout that it was scanning so well. Pleasant surprise at the time, but it makes me nervous to get near CRUs now.
