This is not a solution.
Any time you make a weapon "neutral damage" you INCREASE it's overall efficiency rather than reducing it.
And adding new weapons can be done without overstraining the game. Heavy lasers can use the forge gun model and largely steal mechanics from scrambler rifles or laser rifles.
It's more or less a matter of adapting existing assets and mechanics to the task of filling in a gap that will be empty until such time as the PS3 version of DUST migrates to its next platform iteration, if it does so.

Thats 5 weapons that can be used without adding a new weapon. Ive submitted actual stats for 5 or 6 AV guns to CCP. Three of them are Shield.
Maybe we'll get lucky and they or something akin to them will be adopted.
If not, oh well we can deal. If so... parity.
Honestly if it sparks an actual inspiration for proper AV parity then I could care less if the stats I submitted get used. But wildly altering the functionality of current AV will only confuse people and you'll actually need to buff the guns because TTK is balanced off of final profile TTK not neutral damage.

Because if you keep profiles on some weapons but eliminate them from others it means the no-pro weapons will always be the most efficient.

this was exactly why combat rifles were not made damage-neutral, because they would have been the most universally efficient weapons in the game.
and at the time they were FOTM, and people didn't want to lose that, so they fought to get damage-neutral weapons.
What happens if you make AV weapons damage-neutral, and then nerf their output, they become even more useless than they are now.
Right now it's mathematically impossible to solo kill an ADV or PRO Madrugar with the meta fit. so we're going to remove the armor kill advantage and then nerf the baseline damage?
Brilliant idea.
How about proposing actual solutions instead of weird half measures that use Locus grenades as an example of an AV weapon?
