People who are cloaked aren't that hard to spot when on the move, in fact they might be easier to spot with that shiny silhouette. I was able the snipe a shimmering spook from across the map, nail one with a bolt pistol who tried to "sneak" past me, and it dawned on me that the cloak isn't really that effective. I use it myself, though the only way it can be used effectively is when you're standing still. I feel there needs to be a little more mobility.
I suggest that the shimmer effect be made visible depending on how fast you move and the distance you are to someone. Fast movements make your shimmer visible to people you're farther from, slower movement helps you get by enemies close to you and sneak up on them, stopping makes you invisible at point blank range unless someone bumps into you. Bumps(and flux grenades) make the cloak turn off. The trick will be judging distance and movement speed with the limited cloak you got.
If this sounds like something worth experimenting with then lets get a few test moduals out with different Movement Speed vs Distance settings and figure out which would be best. |

I don't use the cloak, because it seems pretty useless to me. It's too time consuming to activate and you're helpless while your in it. You can't use any equipment or weapons with it, so what's the point? |

Just be glad CPM 0 talked CCP out of their original idea of you being allowed to fire while cloaked and have no movement shimmer at all even while sprinting.
If you thought post-1.8 Scout spam was bad, it would have been world-ending had CCP released cloaks that way.

I hate getting picked off, but I think this is balanced gameplay
I would rather a couple more variants of the cloak with different stats/cloak times and shimmer colors for different environments
Cloaks need a slight increase in duration as well

Personally I would be happy with a reduction of the ridiculous range penalty. Being cloaked has more downsides than advantages most of the time because of that. That range penalty gets you killed more often than being fully visible does. The shimmer visibility doesn't shock me, however I would like it to be a dark shimmer as right now you're harder to spot in bright open areas than in dark places which is kind of counter-intuitive, and a night fight basically means the cloak is useless |

If this is technically feasible I agree with ya OP. The cloak being a bit more dynamic would be good for scout sneakiness. |

Op, for the most part I agree with you, but feel the cloak at basic level needs the cloak time of the proto with the rest of the cloaks moving up in time in proportion to the original time settings, so 1min, 1m30s, and 2 mins. The shimmer effect needs toning down no matter how you look at it, it is easier to see cloaked scouts than non-cloaked ones if sniping and even running around anywhere else even without ADS.
Bumping into things turning off the cloak breaks its usefulness as running would then affect if your cloak was on or off but even without running affecting it, time limitations on the cloak (and not unlimited cloak) balance out already the fact that you can bump and not appear, climbing cloaked is often times the only way you can get a DL onto a tough spot under fire.

i was thinking in removing the radar penalty it has and giving them instead double the basic range in passive scans when cloaked that way it would make more sense to the role of actually scouting

Well put. All of this seems reasonable to me.
It really bothers me when I'm sniping that I'm able to spot cloaked units "sneaking" around at 200+ meters out. Seems to me that whole point of cloak was to enable its user to steathily cross open terrain.

How about, if you walk you can't be seen (as if you are not moving) and if you run you will be spotted as it currently is.

Personally I would like no shimmer at all with a big de-buff for a variant of the cloak.

Thank you all for your time. After looking over your views on the subject, I've gotten the point that even though my suggestions sound reasonable, they could still have more negative effects than positive. Which is why I scraped in favor of something simpler, more restrictive, but still frees up a little more movement. |

Surprisingly, this actually seems like an easy to do middle ground that offers "room to move" without allowing full on sprinting to the cloak. I know it's not what the OP wanted exactly, but it does accomplish the goal in an easy-to-implement way.
It does seem to be a TOUCH strong though.
PROPOSAL:
Create a new shimmer effect just for walking speed that goes unnoticed more easily.
Know what cannot be known.

How about we just put a big black bubble around the cloaker so they can't be seen? Sure you would see the bubble but you wouldn't see the cloaker, as is the shimmer effect is too visible, running or walking. It isn't worth cloaking if it offers no benefit to a merc.
Personal experience tells me that regardless of suggestions for modification one way or another there will always be people who disagree. So I will only add one more thing, the shimmer is essentially working like that big black bubble atm, giving away the position without any real benefit to it. No the cloak isn't OP but it is certainly not at all balanced the way it is. This opinion is from the point of view of someone who uses pro cloaks and pro scouts to be less visible.
