This one you can actually have.
Nothing like seeing a slow moving blur with a red chevron over his head trying to sneak around, then have to wait 2 or 3 seconds before retaliation.
You would probably get a lot of people asking for their money back.

The only reason the Black Eagle setup is acceptable is the same reason the insane power of Officer Gear is acceptable.....because it's a random drop that can neither be farmed, purchased, or produced in a consistent manner.
I got the logic, but if you were going to take something from Scouts and apply it to Commandos, you should have gone for EWAR or speed.
Asking for a cloak is doing it wrong. You are supposed to ask for something that would make it OP, not perform worse.

Commandos that can get up high while having any combination of SL/PLC/MD? Yeah, that'll do it.
