Yeah, this is a bad idea.
If you want a ranged weapon with a high alpha, there are always NKs, or learn to get headshots with the pistols.
Shotgun scouts, while a legitimate role, were over performing for a very long time, because of many separate mechanics . Now you want to reintroduce something new, in the form of a BPO, that would create the potential for abuse?

Nothing like seeing a slow moving blur with a red chevron over his head trying to sneak around, then have to wait 2 or 3 seconds before retaliation.
You would probably get a lot of people asking for their money back.

I got the logic, but if you were going to take something from Scouts and apply it to Commandos, you should have gone for EWAR or speed.
Asking for a cloak is doing it wrong. You are supposed to ask for something that would make it OP, not perform worse.

Commandos that can get up high while having any combination of SL/PLC/MD? Yeah, that'll do it.
