Okay so let me be honest, I've played this game for a good amount of time and flopped in most of my matches.
I usually run a Caldari C/1 Series Scout and feel like if always have to switch things up because I'm unable to be effective on the battle field.
Plus i just don't know what weapon is good enough to run on my drop suit.
My dropsuit has:
Combat Rifle (Standard) Bolt Pistol (Standard) Enhanced Shield Extender Basic Shield Extender Krins Damage Modifier from challenge Locus Grenade Cardiac Regulator Cloak Field (Standard) and Basic Precision Enhancer
Please somebody help this weak scout |

Well, your low slots kind of force you to get the most out of them so I'd recommend at least running advanced, preferably Proto.
The combat rifle is a good weapon, so keep that(maybe try a ACR and again, use at least advanced if you can afford it) Bolt pistol is a fine weapon, maybe give the ScP a chance.
For the mods, I'd suggest this 1-2 precision mods 1 shield extender(if you are running only one precision mod, this depends on your play style of course) 1 dmg mod of your choice. Complex damp Complex kincat(stamina is also a good choice, but again, play style) Cloak(advanced if possible) And a uplink/RE depending on what you plan on doing.
Of course, you can always throw 2-3 extenders, a dmg mod(if you run 2 extenders) a complex FS and a kincat...but I hate tank scouts...

your wasting fitting space if your using a standard cloak with no damps. Either put on damps or take the cloak off to upgrade your mods.

Damp & kincat.
Shield extender, energizer & krins dmg mod.
Cloak & duvolle scanner.
I love running this with an adv RR, std breach smg, std nades. Complex where you can, starting with lows then highs.

Depending on the level of your Cal Scout, you may be able to get away with not running a Damp. Just stack shields in the highs (damage mods are a bad idea for Scouts) and I'd put a Ferro and a Kincat in the lows. I would use a Cloak and RE's, with a Combat Rifle and SMG (if you're not using Knives).

I would skip the cloak honestly until you max cal scout. Learning how/where/when to move is much more important early on, toss a damp on there and stay out of sight. Cal scout is great for hit and run combat. Either a kin cat or a regulator as your 2nd low. Damage mod, precision, extender in your highs, or swap the damage for another ext or energizer. The combat rifle is good, also the acr or arr work well for hard hitting and moving. You also have tons of options for equipment, depending on how you want to play. Offense? Bring ammo and remotes, defense bring a scanner and uplinks, support? Bring a needle and reps, you'd be surprised at how a slick mini medic can sneak in for revives and reps...
All in all, learn to flank big fights, not dying is more important than slaying early. Pick your shots and make people fight your fight. Also, don't be afraid to run lol. Good luck.

If you cloak up but aren't damped, you just run around all blurry with a red arrow over your head and your position highlighted on tacnet. And God help you if you get scanned.

If there's anything I know how to run, its Caldari suits.
The scout is a tricky little bugger to fit. If you're going to use a rifle, go with the BK Assault Combat Rifle and either an SMG or Bolt Pistol. One or two enhanced shield extenders with precision mods. No damage modifiers. In the lows, run at least one dampener and a KinCat. You could swap the Kinetic Catalyzer for a Ferroscale plate. Run an advanced cloak, REs, or scanner for equipment. Here is one of my C/1-Series Scout fits:
2 Advanced Precision Enhancers 1 Enhanced Shield Extenders
BK Assault Combat Rifle Toxin SMG Flux Grenade
Viziam Drop Uplink ADV Quantum Scanner
2 Enhances Kinetic Catalyzer
The only thing that will pick you up will be an Amarr Scout or Proto scanner. But you'll also be able to pick up the scout.
If you have any questions, message me in-game.

Since you have a rifle on it, I would go tanked scout.
Adv cr Adv bp Adv nade
Adv extender Adv recharger Krins dmg mod
Adv reactive Adv regulator
Std cloak if it fits.
I have recently noticed a drop in scout usage and seen FAR more assaults than ever. If you die easily in your current, you will surprise many once you uncloak and kill them with lots of hp. Ewar mods are really only good if the are adv or pro. You can only use std if you stack for it to be effective.

get rid of that cloak and use dampeners
as far as weapons its mostly preference but high damage output is best for scouts
you can try different mods for different situations
that cloak isn't doing anything for you it'll get you killed more often then not, if you want to use a cloak use adv or proto with myos so you can melee instead of having to switch out to a weapon |

So Far Ive Added
KinCat for Cardiac Regulator Nanite Injector for support Profile Dampener I kept cloak (Still useful to me even though time is low, but it has the fastest recharge) And i switched over to ACR
So far this has gotten rid of the death part of most of my flops and has increased my kill and wp gain.
If any more suggestion please post.
And give some tactics if possible. Im trying to be a good as possible

It is a matter of playstyle and what you have skilled into. Your cores need to be pretty high to fit it in general, and you should max out your passive scan skills fairly quickly. If you have CalScout level 5 and Profile Dampening level 5, the only things that can scan you are GaLogis, the Focused Scanner, and suits with many precision enhancers. For this reason I don't run dampeners on my main fitting, but if I see the "YOU HAVE BEEN SCANNED" message then I switch to a fitting with a dampener. Again, this is only if you have CalScout and profile dampening maxed out. I'll leave you with my two main fits if you feel like copying. Note: I don't use the cloak, as I play more like an assault.
Main Fitting:
RS-90 Combat Rifle SR-25 Bolt Pistol
M-1 Locus Grenade
Complex Precision Enhancer Complex Shield Extender Complex Shield Extender
Enhanced Ferroscale Plate Complex Kinetic Catalyzer
Compact Nanohive Compact Nanohive
Stealth Fitting:
RS-90 Combat Rifle SR-25 Bolt Pistol
Flux Grenade
Enhanced Shield Extender Complex Shield Extender Complex Shield Extender
Complex Profile Dampener Complex Kinetic Catalyzer
Compact Nanohive Compact Nanohive
Also note that these fittings are possible because I have Core Upgrades 5 as well as Electronics and Engineering at 4 each. I don't know if this is of much help, but maybe one day this will be of use to you in one way or another.
Anyway, good luck young shinobi! Sincerely, Glantix / Ice

As for tactics. If you're not brick tanking, I feel like certain rules apply to all scouts.
Sneak attacks. be aware of your surroundings. If you cant bag your target by the time he faces you, or come reasonably close, retreat and/or out maneuver him. If somebody spots you before you can initiate retreat and/or out maneuver them. If you take unintended fire from another target feel free to back off.
Basically the scout role operates well in solo play and in tandem with a squad, using the combat zone as a focal point allows for great flanking, and also to pick off would be flankers. It's also good for slight of hand combat, using high profile targets (Anything the enemy can see that isn't you) to create opportunities to strike hard, fade out and re-engage.
I'm not the best scout in the world, but it is my go to suit when I want to make a direct and decisive impact on the match in many capacities. Aside from Logi, it's the game changer class. Well placed links behind enemy lines, strong ambushes to confuse the, there's plenty of options. o7.

Hmm, well. I'm a gallente scout so I usually can get away with running fits with no damps and I like biotics so that works for me. If I was running a caldari scout however I would most likely make bioscout fits with some shield tank but that makes for squishy fits and is generally an ISK sink. I think running an assault combat rifle is a good call but I would prefer adding something like a breach scrambler pistol for balance between damage profiles and I would like to use an M8 Packed Grenade instead of a Flux because... well, your main tank is shields, it would be a shame if... you got caught in your own flux's blast radius. For low slots, I agree with running proto if you can manage it to make the best of them> I would run A Complex Cardio Regulator with a Complex Kincat but a caldari suit has less damps than gallente so, I think a complex damp with either a Kincat or Cardio reg is ok for lows, you decide wether you prefer to go fast for short durations or at a nice pace for longer times. For highs, Shields and at least one precision mod to prevent bindness, just be careful with Scramblers. If you beleive you can fly try 1 Shield and 2 myofib's (you'll be very squisy so I wouldn't recommend this if you can't fit complex shield and myofib's at once). As for infantry equipment, don't drop the cloak. Contrary to what some say the cloak is extremely useful and though it's easily identifiable up close it is very useful to make a quick escape. Fit an Advanced cloak if you can and if not STD cloak ain't too bad. The other equipment will be up to you, links for support, nanohives for self service and occassional support and of course R/E's to clear up red blobs. Have fun! Do note that I'm a galscout and not a Calscout so take this with a grain of salt.
Also, sorry. No TL;DR.
